Jácome takes over four municipal areas of Ourense due to the absence of councilors

The mayor of Ourense, Gonzalo Pérez Jácome, has temporarily assumed the functions of four municipal areas for the Mayor’s Office due to the absences of the councilors to whom they were assigned. The decision is detailed in four decrees from the Mayor’s Office published in the Official Gazette of the Province of Ourense on September 18, 2026, in section IV. Local Entities, with official references R. 2.142 to R. 2.145. The texts are dated August 5, 6, and 14, 2026, and were processed under file 2023028243.

The four decrees invoke article 124 of Law 7/1985, of April 2, regulating the bases of local regime, and articles 43 and following of Royal Decree 2568/1986, of November 28, which approves the Regulation of organization, operation, and legal regime of local entities. The assumption of powers refers to the competencies that the councilors received by virtue of Decree no. 2026006080, of June 1, 2026, and the agreement of the Local Government Board of June 4, 2026.

The four areas and their holders

  • Sports: assigned to councilor Aníbal Pereira Nóvoa; assumed by Decree no. 2026008304, of August 5, 2026 (R. 2.142).
  • Social Policy and Dynamization: assigned to councilor Noa Rouco Ferreira; assumed by Decree no. 2026008316, of August 5, 2026 (R. 2.143).
  • Citizen Security and Mobility: assigned to councilor Ana Fernández Nieto; assumed by Decree no. 2026008327, of August 6, 2026 (R. 2.144).
  • General Administration and Logistics and Citizen Participation: assigned to councilor Antonio Fernández Martín; assumed by Decree no. 2026008559, of August 14, 2026 (R. 2.145).

Periods covered

  • Sports: from August 4 to 9 and from August 12 to 24, 2026.
  • Social Policy and Dynamization: from August 10 to 16 and from August 24 to September 2, 2026, both inclusive.
  • Citizen Security and Mobility: from August 10 to 23, 2026, both inclusive.
  • General Administration and Logistics and Citizen Participation: from August 17 to 19, 2026, both inclusive.

Procedures and effects

Each decree establishes that in the resolutions adopted in the exercise of the assumed functions, this circumstance and the date of the decree itself must be expressly stated. It also orders to inform the Plenary and the Local Government Board at the first session held and to publish the agreement in the Official Gazette of the Province and on the notice board of the electronic headquarters of the Ourense City Council and the City Hall. The effectiveness of the decrees takes place from the day of their signature, without prejudice to subsequent publication in the gazette.

The joint publication of the four texts provides evidence that the Mayor’s Office concentrated the competencies of four municipal government areas for several weeks, from sports to citizen security, including social services and general administration. For the residents, this means that the decisions of those areas were adopted directly by the mayor during the indicated period, and not by the delegated councilors.
