Ivars de Noguera relieves Bernat and appoints Agulló as first deputy mayor

The mayor of Ivars de Noguera, Josep Magrí Mangues, has accepted the resignation of Montserrat Bernat Gonzalez as first deputy mayor and has appointed Víctor Agulló Morón to hold the office, according to the Mayoral resolution of October 21, 2026. The appointment of Agulló takes effect from October 22 and entails the promotion of Josep Maria Aleu Ferrer to second deputy mayor. The Official Gazette of the Province of Lleida publishes the decision in issue number 204 on October 26, 2026, with the official reference CVE BOP-2026_0_204_8861 (edict 8861, p. 1).

The resolution is issued under article 46.1 of the Regulation on the organization, operation, and legal regime of local entities, approved by Royal Decree 2568/1986, of November 28, which grants the mayor the power to appoint and revoke deputy mayors and establishes that they substitute for the mayor in the order of their appointment. The text clarifies that Bernat’s resignation does not affect her status as a councilwoman: she leaves the deputy mayoralty but continues to be part of the municipal corporation.

A resignation effective from October 15

The first point of the resolution acknowledges the express resignation submitted by Montserrat Bernat Gonzalez from the position of first deputy mayor, effective as of October 15, 2026. The mayoral decision was formalized six days later, on October 21, and the document was electronically signed on October 22.

Bernat had served as an active deputy mayor until a few weeks ago. The Official Gazette of the Province of Lleida of August 28, 2026 (number 165, reference CVE BOP-2026_0_165_7319) included Mayoral Decree 161/2026, of August 25, by which the mayoral authority to perform a civil marriage on September 26, 2026, was delegated to her. That delegation is the last published action of Bernat as deputy mayor before her resignation.

Agulló rises to first deputy and Aleu enters as second

The second point of the resolution appoints Víctor Agulló Morón, previously the second deputy mayor, as the first deputy mayor of the City Council, effective from October 22, 2026. The third point completes the reorganization with the appointment of Josep Maria Aleu Ferrer as second deputy mayor.

The order of precedence for the substitution of the mayor is established as follows:

• First deputy mayor: Víctor Agulló Morón
• Second deputy mayor: Josep Maria Aleu Ferrer

This order determines who assumes the functions of the mayor in case of absence, illness, impediment, or vacancy of the office, in accordance with the regime provided by the state regulation. The resolution also voids previous provisions that oppose the new appointment and the order of the deputy mayoralties.

Notification, publication, and report to the Plenary

The approved text orders that the resolution be notified to the interested parties, published in the Official Provincial Gazette, and reported to the Plenary in the first session to be held. Likewise, it provides for updating, if appropriate, the corresponding municipal organizational information.

The same issue 204 of the gazette, dated October 26, contains another edict from the City Council of Ivars de Noguera (CVE BOP-2026_0_204_8870) regarding the initial approval of a credit modification approved by the Plenary in an ordinary session on October 22, 2026, the first plenary meeting following the appointment resolution.

The change directly affects the internal functioning of the council of this municipality in the Noguera region, with just over 200 inhabitants, where the deputy mayoralties are the only substitute structure for the mayor’s office. With the reorganization, Agulló becomes the first person to assume the functions of the mayor in case of absence, and Aleu remains as the immediate alternative.
