IVAP has opened the second call for Basque language profiles

The Institute of Public Administration of the Basque Autonomous Community (IVAP) has called for the second ordinary call of 2026 for the accreditation exams of Basque language profiles, through the resolution with reference 2026/3806. The resolution, signed by Leire Corrales Goti, Director of IVAP, was published in issue number 169 of the Official Gazette of the Basque Country (BOPV) on September 4, 2026, opening a period of 10 business days to submit applications.
The call includes the A2B1, B1B1, B1B2, B2B2, B2C1, C1C1, C2C1, and C2C2 profiles, as established in Decree 19/2024 (of February 22, 2024). The first component of each profile corresponds to written skills (reading and writing) and the second to oral skills (listening and speaking), based on the Common European Framework of Reference for Languages (CEFR).
Who may apply
The call is open to employees of the public sector in the Basque Country, within the scope established in Article 2 of Decree 19/2024. Specifically, the following may apply:
- Public sector employees, including those from entities that do not have a public administration nature but are part of the sector, who meet the conditions of the IVAP Director’s resolution of December 20, 2024.
- Teachers and education staff working in non-university public education centers.
- Civil servants in the service of the Basque Parliament, Ararteko, the Court of Auditors of the Basque Country, the General Assemblies of the provincial councils, and the Ertzaintza.
- Members of the judicial career: judges, magistrates, prosecutors, and lawyers of the Administration of Justice, through cooperation agreements between the General Council of the Judiciary and the Ministry of Justice.
Registration and deadlines
Applications must be made through the Azternet platform (www.ivap.euskadi.eus/azternet), identifying oneself with an accepted digital certificate. The deadline is 10 business days, starting from the day following the publication of the resolution in the BOPV. Each application must select a single profile, and the entity must provide authorization through the Solaskidegune platform.
To apply for certain profiles, a previous level must be accredited: B1B1 for B1B2, B2B2 for B2C1, and C1C1 for C2C1 or C2C2. Those applying for C2C1 and C2C2 for the first time who hold a qualification equivalent to C1C1 must send the certification, such as the Basque Language Proficiency Certificate (EGA) or the certificate from the Public Institute of the Basque Language in the Northern Basque Country.
Structure of the exams
The process is divided into two exams: written and oral, both of which are eliminatory. The written exam evaluates reading and writing, and the oral exam evaluates speaking and listening. Those applying for the B1B2 and B2C1 profiles only need to take the oral exam; those applying for C2C1, however, only need to take the written one.
Those who passed the written exam but did not pass the oral exam in the call of January 23, 2026, are exempt from retaking the written exam, but they must register for this call. The dates, locations, and schedules of the exams will be published on the IVAP website, and the results will be notified via Azternet.
This call is of great importance for the normalization of Basque in the public sector of the Basque Country, as Law 11/2022 and Decree 19/2024 establish IVAP as the sole body for accrediting Basque language profiles. Obtaining the accreditation has a direct impact on meeting the language requirements for job positions and ensuring public service in Basque.
