IVACE approves the guidelines for the PREE Tertiary energy efficiency grants

IVACE aprueba las bases de las ayudas PREE Terciario de eficiencia energética

The Presidency of the Valencian Institute of Business Competitiveness (IVACE) has approved, by resolution of September 11, 2026, the regulatory bases for the granting of aid destined for energy efficiency actions in existing buildings of the tertiary sector in the Comunitat Valenciana, within the framework of the PREE Terciario program. The regulation, signed by the president Marian Cano García, is published in the Official Gazette of the Generalitat Valenciana number 10452, of September 16, 2026, in section III (Administrative Acts), section B) of Grants and Scholarships, with reference DOGV-C-2026-29182.

The program is framed within the National Energy Efficiency Fund, established under Law 18/2014 and Royal Decree-Law 23/2020, and managed by the Institute for Energy Diversification and Saving (IDAE). On July 29, 2025, the Council of Ministers approved the territorial distribution of the funds, for a total amount of 200,000,000 euros, with the autonomous communities responsible for regulating the specific aspects of the program. The grants seek to contribute to the final energy saving objective of Article 8 of Directive (EU) 2023/1791.

Purpose and beneficiaries

The grants finance the energy rehabilitation of complete buildings, premises, or parts of existing buildings with a useful surface area exceeding 500 m², located in the Comunitat Valenciana. The following may apply:

  • Natural persons with economic activity (self-employed) and legal entities that own the properties.
  • Grouped owners and homeowners’ associations.
  • Operating, leasing, or concessionary companies.
  • Energy service companies.
  • Renewable energy communities and citizen energy communities.
  • Cooperatives and social economy entities.

Eligible buildings must correspond to administrative, health, commercial, public residential (hotels, hostels, tourist apartments), educational, cultural, recreational, catering, passenger transport, sports, or worship uses.

Actions and technical requirements

The eligible actions are grouped into four typologies:

  • Typology 1. Improvement of the energy efficiency of the thermal envelope.
  • Typology 2. Improvement of energy efficiency and use of renewables in thermal installations for heating, cooling, ventilation, or domestic hot water.
  • Typology 3. Improvement of the energy efficiency of lighting installations.
  • Typology 4. Automation and control systems.

The actions must demonstrate a minimum reduction of 20% in final energy consumption and an improvement in energy efficiency in primary energy of at least 20%. Buildings constructed in 2014 or later, extensions, changes of use, or the replacement of fossil fuel generators will not be eligible for subsidies. Only projects with an eligible cost exceeding 10,000 euros will be considered.

Amount of Aid

The base intensity of the aid shall not exceed 30% of the eligible costs, with additional increases:

  • +20 percentage points for small enterprises and entities without economic activity.
  • +10 points for medium-sized enterprises.
  • +5 points for projects in assisted areas.
  • +15 points when the efficiency improvement in primary energy is at least 40%.

The resolution has no budgetary impact and its effects will take place from the day following its publication in the official bulletin, without exceeding the validity of the IVACE Strategic Subsidy Plan for the 2024-2026 period. The call for applications will be initiated ex officio by resolution of the presidency of IVACE and will be published in the National Subsidy Database.

The approval of these guidelines opens the door for companies, shops, hotels, and homeowners’ associations in the Comunitat Valenciana to undertake the energy rehabilitation of their properties with public support, in a context of increasing energy saving obligations derived from European regulations. The publication of the call, with its specific amount and deadlines, will be the next step for interested parties to submit their applications.
