IVACE increases aid for industrial estates to 31.8 million

The Valencian Institute of Business Competitiveness (IVACE) has increased the 2026 annual budget for the call for grants for investment projects in industrial estates, industrial areas, and technological enclaves to 31,812,264.07 euros, in order to achieve 100% aid intensity. The decision is formalized through the Resolution of September 17, 2026, of the Presidency of IVACE, published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10455, of September 21, 2026 (reference DOGV-C-2026-29632). The master call was approved by the Resolution of April 29, 2025, of the Presidency, for the 2025 and 2026 financial years (DOGV 10102, 07.05.2025), and set an estimated budget of 44,000,000 euros for 2026, subject to the existence of adequate and sufficient credit. The application of Decree 204/2025, of December 26, of the Consell, regarding the automatic extension of the 2025 Generalitat budgets, left that allocation at 19,000,000 euros.

A first increase, approved by the Resolution of June 15, 2026, of the president of IVACE (DOGV 10390, 23.06.2026), raised it to 28,000,199.38 euros. The new increase seeks the total amount of 31,812,264.07 euros necessary to reach the 100% aid intensity planned in the evaluation commission meeting held on July 14, 2025.

Distribution by action

The resolution distributes the budget among the three actions of the program:

Action 1 (MIPAEE), municipalities at risk of depopulation: 838,346.36 euros.
Action 2 (MIPAED), remaining municipalities of the Community: 20,573,113.20 euros, of which 3,933,458.56 euros are allocated to beneficiaries affected by the DANA (storm).
Action 3 (MIPAEF), industrial estates and industrial areas with EGM/EUC: 10,400,804.51 euros, of which 3,066,740.82 euros correspond to beneficiaries affected by the DANA (storm).

Altogether, beneficiaries affected by the DANA account for 7,000,199.38 euros of the allocation.

Origin of funds

The increase comes from three sources: the transfer of 2,750,000 euros from budget line PT055 (“Loans”) to line S0908 for the improvement of industrial areas; the generation of a new credit of 208,064.69 euros; and the additional amount of 854,000.00 euros published in Law 4/2026, of July 22, on the Generalitat budgets for the 2026 financial year, for line S0908 GV.

The resolution is issued at the proposal of the Industrial Promotion Service of IVACE and under article 4.2.i) of Decree 4/2013, of January 4, of the Consell, which approves the Regulations for the organization and functioning of IVACE. The extract is published in accordance with articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, general on subsidies, with identification BDNS 829641, and the full text can be consulted in the National Subsidy Database and on the IVACE website.

Publicity and appeals

Article 12.2 of the call allows for the expansion of funding when the increase derives from the generation, extension, or incorporation of credit, without the need to open an additional period for submitting new applications. The effectiveness of the additional amounts is subject to the declaration of credit availability, the approval of the budget modification, and its publication in the National Subsidy Database and the corresponding bulletins.

Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the president of IVACE within one month, or a contentious-administrative appeal before the contentious-administrative courts within two months. The document was signed in València on September 17, 2026, by Marian Cano García, president of IVACE.

The expansion closes the 2026 annual cycle of the program with an allocation 67% higher than the 19 million assigned after the budget extension, allowing for the maximum planned financing of projects to improve infrastructure and services in Valencian industrial estates, including those in areas hit by the DANA.
