Itziarko Eskola ikastetxe publiko berria sortu dute Deban 162/2026 dekretuaren bidez

Students from the Itziar neighborhood of Deba will have their own public school from now on. The Governing Council of the Basque Government approved Decree 162/2026 on October 6, to separate a part of the Luzaro CEIP and create the Itziarko Eskola CEIP. The regulation was published in the Official Gazette of the Basque Country on October 29, 2026, in issue number 207, with official reference 2026/4562.

The decree bases the decision on the full powers granted in the field of education by the Statute of Autonomy of the Basque Country, as the creation, modification, and suppression of public centers fall under the jurisdiction of the Department of Education. The text cites Law 17/2023 of December 21, on the Basque Education System as the reference regulatory framework, and states that the general planning of teaching belongs to the administration. In this context, it explains that the organization of the school map serves to adapt the educational offer to the evolution of educational demographics and the needs of the community.

The justification is based on three elements, verbatim: the distance between the locations of Luzaro CEIP, the specificity of the educational reality of the Itziar neighborhood, and the existence of separate facilities. The objective of the measure is to adapt the service to the real needs of the environment, improve the management of resources, and provide a more appropriate response to the characteristics of the educational community of the Itziar neighborhood.

Separation and creation of displaced classrooms

The purpose of the decree is to separate the displaced classrooms currently attached to Luzaro CEIP and, as a result of this separation, create and launch a new public center in the Itziar neighborhood. The name of the new center is CEIP Itziarko Eskola.

Regarding the calendar, the regulation itself sets the date for the creation and launch of the center as July 1, 2026. However, as specified in the final provisions, the decree takes effect the day after its publication, that is, on October 30, 2026.

Identification data and address

The second article of the decree specifies all the data of the new center:

  • Name: CEIP Itziarko Eskola.
  • Specific name: “Itziarko Eskola”.
  • Code: 20015974.
  • Autonomous Community of the Basque Country code: 013719.
  • Town: Itziar-Deba.
  • Municipality: Deba.
  • Historical territory: Gipuzkoa.
  • Address: Itziarko eskola, Herriko plaza 1, 20829 Itziar-Deba (Gipuzkoa).

Students and staff attached to the new center

The fourth article makes it clear that the students and the teaching and non-teaching staff in the facilities and educational units of the Itziar neighborhood remain attached to the new center. This attachment does not cause them to lose any rights or conditions; they maintain them according to the regulations in force.

The positions of the new center, on the other hand, will be established by the decree that approves the corresponding List of Positions.

Luzaro remains and appeal periods

Partial labeling will not lead to the disappearance of Luzaro HLHI. According to the third article, Luzaro HLHI will continue to exist as a public center, maintaining its name, location, and code, as it will be the structure following the separation.

The regulation concludes the administrative process and opens two paths of appeal for the interested parties:

  • An optional reconsideration appeal before the Governing Council, within a period of one month starting from the day following its publication.
  • A contentious-administrative appeal before the Administrative Chamber of the High Court of Justice of the Basque Autonomous Community, within a period of two months starting from the day following its publication.

The decree was signed in Vitoria-Gasteiz on October 6, 2026. The signatories are President Imanol Pradales Gil and Education Minister María Begoña Pedrosa Lobato.

For the families of the Itziar neighborhood, the changes bring closer proximity to the center and greater organizational autonomy, so that decisions can be made adapted to the local reality. The new school will have its own facilities and a management independent of the general structure of Luzaro HLHI, seeking a more efficient use of resources.
