ITACyL approves the power line for the Porma pumping station in Valderas

The Agricultural Technological Institute of Castilla y León (ITACyL) has approved the 20 kV medium-voltage overhead-underground line project intended to provide electricity supply to the pumping station of sector XII of the left bank canal of the Porma, in the municipality of Valderas (León). The decision is formalized through the Resolution of September 20, 2026, by the Director General of ITACyL, published in the Official Gazette of Castilla y León No. 185, of September 23, 2026, within section I.D of other provisions, with the official reference BOCYL-D-23092026-185-17 and the code PEP: 2027/000186.

Processing and public information

The file was submitted for public information in accordance with Article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. The announcements were inserted in the following media:

• B.O.C. y L. No. 124, of June 30, 2026.
• Official Gazette of the Province of León No. 124, of July 3, 2026.
• Diario de León, of July 3, 2026.
• Valderas City Council, in the province of León.

The list of affected assets and rights and the expropriation plans remained open to the public for 20 business days at the Territorial Unit of León of ITACyL and at the Valderas City Council. According to the resolution, no allegations were presented during the process.

Content of the resolution

The approved text is based on the report issued on September 11, 2026, by the Engineering and Projects unit of the Sub-directorate of Agricultural Infrastructure of ITACyL, and on the proposal of the Sub-director of Agricultural Infrastructure of September 17, 2026, in accordance with Article 134 of the General Regulation of the Public Administration Contracts Law. The resolution consists of four sections:

• First: to approve the project, drafted by the Industrial Technical Engineer Mr. Juan Manuel García Pérez, member no. 175 of the Official College of Industrial Technical Engineers of Palencia, with a base tender budget of 783,875.73 euros.
• Second: to establish and include in the project the definitive list of affected assets and rights and their owners, coinciding with the one published in the announcement of B.O.C. y L. No. 124.
• Third: to set the classification of the contractors opting for the award in Group I, Subgroup 5.
• Fourth: to open the administrative appeal process before the Vice-Counselor of Community Agricultural Policy and Rural Environment within one month from the day following publication.

Impacts and expropriations

The project includes the final list of affected assets and rights, along with their corresponding owners, which has not changed since the one presented during the public information period. This list, together with the expropriation maps, defines the impacts on plots within the municipality of Valderas necessary to execute the line, which combines aerial and underground routing to overcome terrain conditions and provide service to the pumping infrastructure of sector XII of the left bank canal of the Porma.

The resolution was signed in Valladolid on September 20, 2026, by the Director General of ITACyL, David González Huerta.

The approval unlocks the bidding process for a key energy infrastructure for the irrigation of sector XII of the Porma canal: without the electrical supply to the pumping station, the commissioning of the irrigable area would remain paralyzed. Furthermore, the file arrives without neighborhood objections, which reduces the risk of administrative delays and allows ITACyL to move forward with the contracting of the works for just over 783,000 euros.
