Isora García Hernández, new president of the Abona wines Regulatory Council

Isora García Hernández is the new president of the Regulatory Council of the protected designation of origin for “Abona” wines, replacing Jorge Manuel Zerolo Hernández, who stepped down at his own request. The appointment was signed by the director of the Canarian Institute of Agri-Food Quality (ICCA), Luis Arráez Guadalupe, via a resolution dated September 15, 2026, published in the Official Gazette of the Canary Islands (BOC) no. 189, of September 21, 2026, within section III. Other Resolutions, under the Ministry of Agriculture, Livestock, Fisheries and Food Sovereignty.

The resolution consists of two agreements: to acknowledge the cessation of the previous president and to appoint the new head of the regulatory body of the Tenerife wine PDO. The text invokes Decree 146/2007, of May 24, which approves the Regulations of the Regulatory Councils of Canary Island Wines, whose article 13.2 establishes that the president, elected by simple majority by the Plenary from among the members representing the wine and viticulture sector, is appointed by the director of the ICCA and the resolution is published in the BOC.

A resignation communicated in August

The file begins on August 14, 2026, when the Regulatory Council communicates the resignation of Jorge Manuel Zerolo Hernández from his position as president. Following that communication, a plenary session was convened for September 7 for the sole purpose of designating a new president.

The cessation complies with article 16.3 of the Statutes of the Regulatory Council, approved by Order of the Ministry of Agriculture, Livestock, Fisheries and Food, of February 20, 2008, which provides that the president ceases upon resignation from the position and that, in such a case, the Plenary shall elect a new president within one month.

Unanimous election in the Plenary of September 7

In the plenary session of September 7, 2026, Isora García Hernández was elected president, representing the entity CB Herederos Hermanos Hernández Calzadilla, by unanimity of the members present. The same entity had represented the outgoing president.

Jorge Manuel Zerolo Hernández had been elected in the plenary session of March 22, 2024, also by unanimity of the members present, and appointed president by Resolution no. 520/2024, of March 22, of the director of the Institute, published in the BOC no. 76, of April 17, 2024. His mandate is thus interrupted by voluntary resignation before completing the term.

Publication, effects and means of appeal

The resolution orders its publication in the Official Gazette of the Canary Islands and on the notice board of the headquarters of the Regulatory Council, where it must remain displayed for one month. The act is valid and takes effect from the day of its signing.

Against the resolution, which exhausts the administrative route, the following are applicable:

• Contentious-administrative appeal before the Contentious-Administrative Court, within a period of two months from the day following its publication.
• Optional appeal for reversal (recurso de reposición) before the Institute itself, within a period of one month counted in the same manner, with the effects provided for in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The change in leadership of the Regulatory Council directly affects the wine sector of Tenerife, as this body certifies and controls the production protected by the PDO “Abona” and represents the interests of wineries and winegrowers of the region before the regional Administration. The continuity of representation in the hands of CB Herederos Hermanos Hernández Calzadilla points to a management line without rupture, although the handover arrives in the middle of the harvest campaign and with the mandate started in 2024 still in effect.
