Isla Mayor renews the administrative assistants board

The Isla Mayor City Council (Seville) has modified the composition of the qualifying board for the competitive examination called to fill two administrative assistant positions, following the resignation of the substitute secretary. The decision was adopted via Mayoral Resolution No. 911/2026, dated August 18, 2026, signed by Mayor Juan Molero Gracia, and published in the Official Gazette of the Province of Seville No. 164, dated August 25, 2026.

The modification affects the selection process for the provision of two administrative assistant positions belonging to the General Administration scale, Assistant Subscale, through the open-access competitive examination system, vacant in the council’s civil service staff. The process corresponds to the 2022 Public Employment Offer (OEP).

Resignation of the substitute secretary

The change occurs because Carmen Silva Silva, appointed as the substitute secretary of the board, submitted a written statement explaining that she cannot be part of it for personal reasons. Given this situation, the City Council considers it necessary to make a new appointment for a substitute secretary to allow the call for applications to continue.

The composition of the board had been initially approved by Resolution No. 8078/2026, dated July 17, 2026, published in BOP No. 140, dated July 22, 2026. The new resolution is issued by virtue of Article 21.1 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Composition of the new board

The qualifying board is composed of the following permanent members:

  • President: Victoria López Serrano, a Local Administration official with national qualification.
  • Secretary: José Manuel Ruiz Mendoza, a career official of the Isla Mayor City Council.
  • Member 1: Aurora Botella Fernández, a career official of the City Council.
  • Member 2: Marta Martín Mateo, a career official of the City Council.
  • Member 3: Juan Andrés Rodríguez Gómez, a career official of the City Council.

The substitute members are Juan Carlos Sánchez Pérez (president), Blanca Escuin de Leyva (secretary, newly appointed), Manuel Serrano Arroyo, Domingo Miranda León, and Juan Carlos Larios Martín, all of whom are career officials.

Obligations and publication

The resolution orders that notification be given to the new member of the tribunal with the warning that, should they fall under the circumstances outlined in Articles 23 and 24 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, they must notify the City Council in writing, subject to the corresponding responsibilities pursuant to Article 23.5 of said regulation. Likewise, its publication is ordered in the Official Provincial Gazette, on the electronic office, and on the notice board for wider dissemination.

The reactivation of the selection process represents a step forward in filling two administrative assistant positions within the municipal workforce, a process that had been paralyzed by the resignation of the substitute secretary. With the new appointment, the City Council of Isla Mayor guarantees the continuity of the competitive examination and the legal certainty of the procedure for the applicants.
