Isla Mayor abre a consulta pública la concesión de su piscina terapéutica

The Isla Mayor City Council has opened for public information the economic-financial feasibility study for the service concession contract of a heated therapeutic pool intended for people with medical pathologies and physical or intellectual disabilities, as well as babies and young children. The announcement, signed by Mayor Juan Molero Gracia on October 27, 2026, is published in the Official Gazette of the Province of Seville number 211, Friday, October 30, 2026, corresponding to file 2026/CTT_01/000070 and with the official reference BOP-SE-2026-211011.

The document is inserted in the Local Administration section of the provincial gazette, on page 49 of a total of 99, under the heading “Public Information Announcement” and with the declared objective “Service concession contract for the THERAPEUTIC POOL.”

One month for allegations

The feasibility study will be available for a period of one (1) month for hearings and the submission of claims, allegations, and suggestions by interested parties. The count begins with the insertion of the announcement in the provincial gazette.

The City Council allows two methods of consultation:

  • Free access to the document for viewing and/or download on the municipal website, https://islamayor.es/es/, in the News section.
  • In-person consultation of the file at the City Council offices, Monday to Friday from 9:00 to 14:00, at Plaza García Lorca 9-10, 41140 Isla Mayor.

The service to be conceded

According to the announcement, the objective is to put into use through a concession a heated pool of a therapeutic nature, with two defined target groups:

  • People with various medical pathologies and physical or intellectual disabilities for whom the provision of a therapeutic aquatic service or therapeutic swimming is beneficial and necessary for their health.
  • Babies and young children, in order to promote their development through swimming.

The published text does not detail the planned investment, the operating fee, the duration of the contract, nor the tariff regime, details which must be specified in the file documentation and in the future tender.

The processing is based on Article 285.2 of Law 9/2017, of November 8, on Public Sector Contracts, which requires that service concession contracts be preceded by the preparation and approval of a feasibility study or, where appropriate, an economic-financial feasibility study. The City Council indicates that it has already prepared this study for the contract it intends to process.

The announcement specifies that the study is binding in the event that it concludes the project is unfeasible. The public exhibition is further supported by articles 247.3 and 297 of the same law, applied supplementarily to the service concession contract.

Impact for residents

The announcement activates the essential preliminary procedure for the City Council to tender the operation of a climate-controlled aquatic facility for health and early stimulation purposes, a piece of equipment that the Council itself links in its file to health and child development needs. The open period of one month is the only formal opportunity for social entities, health professionals, and residents to raise objections or improvements before the file continues its administrative course.
