Ireland enforces EU sanctions on Iranian drone technology

Ireland has moved to enforce European Union sanctions targeting Iranian drone technology, giving domestic legal force to the bloc’s restrictive measures on unmanned aerial vehicles (UAVs). The European Union (Restrictive Measures Concerning Iran) (UAV) (No. 5) Regulations 2026, made as S.I. No. 456 of 2026, were published in Iris Oifigiúil (Number 72) on Tuesday, 8 September 2026.

The regulations were signed by Peter Burke, T.D., Minister for Enterprise, Tourism and Employment, in exercise of the powers conferred on him by section 3 of the European Communities Act 1972 (No. 27 of 1972). They give effect in Irish law to the restrictive measures contained in Council Regulation (EU) No. 2023/1529 concerning Iran (UAV).

Enforcement and competent authorities

The new instrument provides that the competent authorities of the State may issue directions for the purpose of giving full effect to the EU sanctions regime. This gives Irish authorities the legal machinery to require compliance with the bloc’s restrictions on Iranian drone-related goods, technology and services.

The regulations are framed as the fifth in a series of Irish instruments transposing the EU’s Iran UAV measures, reflecting the evolving and layered nature of the sanctions regime as the Council has tightened its restrictions over successive rounds.

Offences and penalties

A central element of the instrument is the creation of criminal offences for breach of the Council Regulation or for failure to comply with directions issued by the competent authorities of the State with regard to implementation of the sanctions. The regulations also provide for appropriate penalties for those offences.
