Ireland enforces EU sanctions on Iranian drone technology

Ireland has moved to enforce European Union sanctions targeting Iranian unmanned aerial vehicle (UAV) technology, with the Minister for Enterprise, Tourism and Employment, Peter Burke, T.D. signing the European Union (Restrictive Measures Concerning Iran) (UAV) (No. 5) Regulations 2026. The instrument, published as S.I. No. 456 of 2026 in the Iris Oifigiúil of 8 September 2026, gives domestic legal effect to the EU’s restrictive measures regime on Iranian drones.

The Regulations were made under section 3 of the European Communities Act 1972 (No. 27 of 1972), the standard legal basis for transposing EU measures into Irish law. They implement and enforce the restrictive measures contained in Council Regulation (EU) No. 2023/1529, which concerns restrictive measures in view of Iran’s activities relating to unmanned aerial vehicles.

Enforcement and competent authorities

The Regulations provide that the competent authorities of the State may issue directions for the purpose of giving full effect to the sanctions. This gives Irish authorities the operational tools needed to apply the EU regime domestically, including the power to direct compliance with the restrictions.

The instrument creates offences for breach of the Council Regulation and for failure to comply with the directions of the competent authorities of the State with regard to implementation of the sanctions. It also provides for appropriate penalties for those offences.

What the sanctions cover

The EU regime established by Council Regulation (EU) No. 2023/1529 restricts dealings with Iranian UAV technology, including:

• the supply, sale or transfer of UAVs and related components to or from Iran
• the provision of technical assistance, brokering and financing linked to Iranian drones
• the export of goods and technology that could contribute to Iran’s UAV programme

The Irish Regulations are the fifth in the series of national instruments giving effect to the evolving EU measures on Iranian drones, hence the “(No. 5)” designation.
