Ireland designates transportdata.ie as National Access Point

The Minister for Transport has issued a Direction under Regulation 5(2) of the European Union (Intelligent Transport Systems) Regulations 2026 (S.I. No. 445 of 2026) requiring the National Roads Authority (Transport Infrastructure Ireland) to progress the implementation of Directive (EU) 2023/2661. The Direction, dated 3 September 2026, designates www.transportdata.ie as the National Access Point (NAP) for transport data. The notice was published in the Iris Oifigiúil of Friday, 11 September 2026.

The Direction and its legal basis

The Direction was issued under Regulation 5(2) of the European Union (Intelligent Transport Systems) Regulations 2026 (S.I. No. 445 of 2026), which transpose the EU framework on intelligent transport systems into Irish law. It is to be read together with Guidelines issued by the Minister for Transport on 3 September 2026 under Regulation 5 of the same Regulations.

The measure gives effect to Directive (EU) 2023/2661, which updates the EU’s rules on the deployment of interoperable intelligent transport systems across road transport. The Directive requires Member States to establish a National Access Point through which transport-related data can be made available and exchanged.

Designation and implementation

The Direction requires Transport Infrastructure Ireland to progress the provision and operation of the National Access Point. The designation of www.transportdata.ie as the NAP is provisional, pending the commencement of the National ITS Coordination Body on 1 December 2026.

• The National Access Point will serve as the single gateway for transport data in Ireland.
• Transport Infrastructure Ireland is the designated implementing body.
• The designation takes effect pending the launch of the National ITS Coordination Body on 1 December 2026.

The designation of a single National Access Point is a significant step towards open, interoperable transport data in Ireland, supporting the EU-wide ambition of seamless, data-driven mobility services for citizens and businesses.
