The Department of Education has launched the state competition for teacher transfers for the 2027 academic year
Por FactBox Admin

María Begoña Pedrosa Lobato, the Education Councilor, has called for the state transfer competition for civil servant teachers outside of universities. The call is the Order of October 8, 2026, and was published in the Official Gazette of the Basque Country (BOPV) number 211, on November 4, 2026; applications may be submitted from November 5 to 26. The official reference of the Order is 2026/4645.
Basis of the biennial call and the new scale
The call implements the sixth additional provision of the Organic Law of Education, through Royal Decree 1364/2010, amended by Royal Decree 677/2024 —of July 16, 2024—. This regulation requires all education administrations to call for state transfer competitions every two years, in which any permanent civil servant teacher from any administration may participate, provided they meet the conditions.
Since scores have changed as a result of Royal Decree 677/2024, Order 2026/4645 has adjusted the merits scale in Annex I: the maximum score for one section has been increased, the score for another subsection has been changed, the numbering system of subsection 3.2.1 has been updated, and the incompatibility between subsections 4.1, 4.2, 4.3, 6.4, and 6.6 has been removed. Participants affected by these changes must check the “New Scale” option on the application.
Likewise, the call applies Order EFD/1041/2026, of September 30, 2026, which establishes the procedural rules for the state-level transfer competitions to be carried out in the 2026-2027 academic year.
Which teachers can participate
The call distributes the offer across eleven bodies:
- Master teachers.
- Secondary Education teachers.
- Specialist teachers in specific sectors of Vocational Training.
- The body of technicians and technical teachers of Vocational Training, which is in the process of extinction.
- Teachers of Official Language Schools, Music and Performing Arts, and Plastic Arts and Design.
- Professors of a special body.
The competition distinguishes between two participation routes: voluntary and mandatory. Mandatory participation is required, among others, for those with a provisional destination in the 2026-2027 academic year, those returning to active service, those who must reincorporate from teaching abroad, or selected candidates currently undergoing their internship. On the other hand, civil servants from other autonomous administrations may participate voluntarily, provided they obtained their first destination in their original administration.
Vacancy list, applications, and calendar
The positions offered will consist of the vacancies existing on December 31, 2026, and those created as a result of the competition itself; furthermore, vacancies resulting from mandatory retirements occurring until the end of the 2026-2027 academic year may be included. The specification of the list will be made via a resolution by the Director of Personnel Management and will be published on the https://hezigunea.euskadi.eus portal.
The application shall be completed exclusively electronically, through the mentioned portal, using a DNI and password. Each participant shall submit a single application per corps, and may include a maximum of 300 post requests. The application must be closed by granting the «Visto bueno»; otherwise, it will be considered as not submitted, except in the case of those required to participate.
The calendar establishes the following dates:
- Applications: from November 5 to 26, 2026, both inclusive.
- Destinations: they will be taken possession of on September 1, 2027, and the cessation from previous destinations will be on August 31.
Priority rights and scoring
The bases include two figures of priority rights —relative to the center and relative to the municipality or area— as well as a combined right: a maximum of four teachers may condition their participation together regarding obtaining destinations in centers within the same historical territory.
The merit scoring system, among others, includes these values: 4 points per year for continuous seniority in the center for the first two years, 6 for the third, and 8 from the fourth onwards; 2 points per year for effective service in the corps; a maximum of 10 points for academic titles; 5 points for being a member of the chair-corps; and a maximum of 5 points for Basque language knowledge, in posts where the language profile is not mandatory.
The scoring will be carried out by Scoring Committees, with at least four counters, directed by an education inspector, and gender representation must be at least 40%. Union representatives may participate as observers. Throughout the entire procedure, claims against the provisional approval lists may be submitted within a period of ten business days, and the appeal against the final adjudication, within a period of one month.
The same call also includes another process in the pages of the BOPV: the autonomous transfer competition for education inspectors’ corps, regulated by order reference 2026/4644.
For teachers, November 26, 2026 is the key date: the period for submitting applications ends on that day, and from then on, no changes can be made to the requests. The competition will affect the stability of the teaching staff for the 2027-2028 academic year, as well as the mobility of the network consisting of around 6,000 teachers, as destinations must be taken on September 1, 2027.
