The Cantonal Sports League of Quevedo is intervened due to a leadership vacuum

The Ministry of Education, Sport and Culture intervened in the Quevedo Cantonal Sports League due to a vacancy in its legal representation, through Resolution No. MINEDEC-VD-2026-0236-R, signed on August 26, 2026, by the Vice Minister of Sport, Roberto Xavier Ibáñez Romero. The instrument was published in the Third Supplement of the Official Registry No. 389 on Wednesday, October 14, 2026, on page 2, and appoints licensed Samuel Arcángel Villarreal Miño as the interventor.

The decision is based on numeral 1 of article 230 of the Organic Law of Sport, Physical Education and Recreation, which empowers the governing body to intervene in sports organizations when a vacancy in their legal representation is verified. The law was published in the Sixth Supplement of the Official Registry No. 223 on February 11, 2026, and its General Regulation was issued via Executive Decree No. 422 on June 12, 2026.

The League’s board of directors was registered by Zonal Coordination 8 through Official Letter No. MD-CZ8-2022-1059-OF on August 8, 2022, for a four-year period running from August 24, 2022, to August 24, 2026. Upon the expiration of the mandate without a new board registered in the Sports Organizations System (SODE), the report from the Director of Sports Affairs, MINEDEC-DAD-2026-1820-M of August 25, 2026, concluded that there is an “organic paralysis” that deprives the entity of the body called upon to make decisions and to exercise its representation before third parties and the Administration.

Public funds and verified cause

The Directorate of Formative Sport certified via memorandum MINEDEC-DDF-2026-0831-M that the League receives State resources, the enabling budget for the intervention:

• 2024: $64,953.11 (allocation code 2790, September 10, 2024).
• 2025: $65,602.85 (allocation code 3207, February 6, 2025).
• 2026: $85,502.85 (Official Letter No. MINEDEC-SD-2026-0178-O of January 23, 2026).

The report maintains that the receipt of public funds is not an autonomous cause, but rather the prerequisite that subjects the organization to the exceptional regime of article 229 of the law, provided that one of the causes in article 230 is also verified. The Ministry emphasizes that the intervention “does not constitute a sanction nor a permanent substitution of the autonomy” of the League, but rather an exceptional, temporary, and restorative measure.

Appointment, functions, and deadlines

The interventor Samuel Arcángel Villarreal Miño, with ID No. 1202508402, was validated by the Directorate of Training and Certification of Sports System Activities via memorandum MINEDEC-DCCASD-2026-0239-M. His powers include:

• Exercise the legal, judicial, and extrajudicial representation of the sports organization.
• Convene and lead general assemblies and the electoral process.
• Oversee budget execution, accounting, and financial statements.
• Appoint an administrator, accountant, treasurer, and secretary, if necessary.
• Submit a final management report to the highest authority of the Ministry.

The resolution grants 180 days to remedy the cause that prompted the intervention, pursuant to Article 206 of the General Regulations, while Article 200 sets a maximum period of 30 days to call for elections, counted from the issuance of the appointment resolution.

Notifications and validity

The instrument orders the notification of fifteen entities, including:

• The undersecretariats of Sport, Physical Activity, and Sports System Services.
• The directorates of Sports Affairs, Formative Sport, and Supervision and Defense of Sport.
• The former members of the board registered in 2022.
• The legal representative of the Provincial Sports Federation of Los Ríos.

The intervention shall cease to have effect and the position of the interventor shall be extinguished once the operation of the body is restored and the new board is registered. The instrument is effective from its signing, without prejudice to its publication in the Official Registry, and its dissemination on the institutional website was ordered.

For amateur sports in Los Ríos, the measure implies that the leadership of the cantonal League passes temporarily to an interventor appointed by the Executive, with the obligation to call for elections and restore the legal representation of an organization that manages public resources and sports venues in the canton.
