Interior tenders 56 intervention and interior vests for the police

The Department of Interior and Public Security has opened the tender for the supply of 28 intervention vests with their accessories and outer covers, and 28 discrete inner vests with their covers, destined for the General Directorate of Police (DGP) for the year 2027. The announcement is published in the Official Gazette of the Generalitat de Catalunya no. 9784, dated October 30, 2026, with the reference CVE-DOGC-A-26296069-2026 and file number IT-2027-39.

The contract is processed by the Department’s Procurement Service, located at carrer Diputació, 355, Barcelona, and is divided into two lots. The procedure is an open harmonized regulation process under Law 24/2011, of August 2, on public sector contracts in the fields of defense and security (LCSPDS), with early processing. The assigned CPV code is 35113430-2 (security vests).

A budget of 527,511 euros for two lots

The tender amount is 435,960.00 net euros, to which 21% VAT (91,551.60 euros) is added, for a total of 527,511.60 euros. The estimated value of the contract, excluding VAT, reaches up to 1,046,304.00 euros, double the tender base.

The award criteria and their weighting are detailed in annex 4 of the specific administrative clauses document, which also regulates the admission of variants or improvements. The duration of the contract is referred to in section D of the characteristics table of the specifications.

Deadlines, guarantees, and required solvency

The schedule set in the announcement is as follows:

• Deadline for submission of bids: until 2:00 PM on January 12, 2027.
• Opening of envelope B: at 10:00 AM on January 20, 2027.
• Obligation period to maintain the offer: two months.
• Provisional guarantee: not required.
• Definitive guarantee: 5% of the tender amount.

Proposals must be submitted using the Digital Envelope tool, with the documentation required in section J of the characteristics table. The company proposed as the awardee must prove economic, financial, and technical solvency with the documentation in section G of the same table.

The tender comes at a time when the renewal of officers’ security equipment is a recurring demand from police unions. With an estimated value exceeding one million euros, the contract opens a relevant commercial window for security and personal protection equipment companies, which have until January 12, 2027, to submit their bids for one or both lots.
