Interior grants 150,000 euros to ANAR Foundation for minors at risk

The Ministry of the Interior has granted a direct subsidy of 150,000 euros to the ANAR Foundation to help children and adolescents at risk, corresponding to the 2026 budget year. The grant is formalized through Order INT/964/2026, of August 18, signed by Minister Fernando Grande-Marlaska Gómez, and is published in the Official State Gazette number 229, of September 16, 2026, in section III (official reference BOE-A-2026-19306).

The aid is framed within Royal Decree 635/2026, of July 29, which regulates the direct granting of subsidies in certain areas of action of the Ministry of the Interior, and is financed through budget application 16.02.132A.483 of the department’s expenditure budget. The order is issued under article 22.2.c) of Law 38/2003, of November 17, General Law on Subsidies, which allows for direct and exceptional granting when reasons of public, social, economic, or humanitarian interest concur.

Purpose of the subsidy

The purpose of the subsidy is to help children and adolescents at risk, with special attention to the prevention and recovery of missing minors. The funds will be used to maintain the telephone assistance service 116-000 “Hotline for Missing Children”, a harmonized service of social interest of the European Union, and to contribute to reporting and collaboration with the State Security Forces and Corps.

The service is provided through three channels—telephone, chat, and email—and contemplates three levels of coordinated action:

• Referral of cases requiring intervention from the Security Forces and Corps without an urgent nature.
• Specific assessment and urgent contact when a minor is in a situation of risk, abandonment, or social conflict.
• Communication of situations of lack of protection that require more extensive investigation, in coordination with the Social and Protection Services of each autonomous community.

Objectives and awareness campaign

The order sets four specific objectives: to provide the ANAR Telephone 116000 free of charge and confidentially, to provide psychological, legal, and social advice to the persons responsible for missing minors, to support the investigation of cases in coordination with social resources and security forces, and to launch a prevention and awareness campaign on the causes of disappearance.

The campaign includes the distribution of ANAR Telephone 116000 posters in strategic locations, the participation of Foundation experts in the media, and the publication of alerts for missing minors through the entity’s social networks (Twitter, Instagram, Facebook, TikTok, YouTube, and LinkedIn).

Deadlines and obligations

The subsidized activities must be executed between January 1 and December 31, 2026, and the Foundation must justify the application of the funds to the ministerial department before March 31, 2027, by means of a justification account with supporting documents of expenditure and payment. The management of the grant corresponds to the Secretary of State for Security, which will verify 100% of the supporting documentation.

The grant is compatible with other public or private aid for the same purpose, provided that the global amount does not exceed the total cost of the activity. The institutional logo of the Ministry of the Interior must be visibly incorporated into the dissemination activities.
