Regional interest for the expansion of Mantiñán Lestayo in Carral
Por FactBox Admin

The Council of the Xunta de Galicia has declared the expansion project of the industry Mantiñán Lestayo S.L. in the municipality of Carral (A Coruña) to be of regional interest. The agreement was adopted at the meeting on September 7, 2026, and was made public through the resolution of September 15, 2026, by the General Secretariat of Industry and Energy Development, published in the Official Gazette of the Province of A Coruña (BOP) number 196, on October 14, 2026. The declaration is processed under announcement number 2026/6527.
The publication is carried out in compliance with article 42.4 of Law 1/2021, of January 8, on land-use planning in Galicia, which requires the publication in the Official Gazette of Galicia and the provincial gazette of the agreements of the Council of the Xunta that declare projects of regional interest (PIA). The resolution bears the signature of the general secretary of Industry and Energy Development, Nicolás Vázquez Iglesias, and includes as an annex the full agreement approved by the Galician Government.
According to the official text, the need to resort to a direct intervention instrument in land-use planning arises from the inadequacy of the current urban planning in the municipality of Carral. Mantiñán Lestayo, S.L. is a company founded in 1997 dedicated to the manufacture of metal carpentry, specializing in methacrylate, brass, steel, and iron furniture, and the transformation of metallurgical products through laser cutting, bending, and lacquering.
An expansion of 55,240 square meters in Os Capelos
The area in which the project will be implemented has a total surface area of 55,240 m² and comprises:
- Six warehouses built on consolidated urban land in the Os Capelos Industrial Estate, facing Rúa Industria.
- A strip of rural land located immediately north of the existing buildings.
The expansion will allow for the unification of the different levels of the warehouses through a new circulation ramp that will run north of the buildings and connect them as it descends towards the east. By increasing the depth of the existing warehouses, it will be possible to extend the path of the overhead cranes and triple the current built surface area.
The project is presented with a strategic focus aligned with Galicia’s key industrial policies, in particular with the RIS3 of Galicia, and with the master plans to boost the value chains of the community’s strategic sectors.
Link to Carral’s planning and competent body
The agreement of the Council of the Xunta includes three determinations:
- Declare as regional interests of the Expansion Project of the Industry Mantiñán Lestayo S.L. in the municipality of Carral, in the province of A Coruña.
- Establish as the competent body, by reason of subject matter, for the processing of the file the Department of Economy and Industry of the Xunta de Galicia.
- Establish that the determinations of the project, once definitively approved by the Council of the Xunta, shall bind the planning of the Municipality of Carral, which must adapt to them within the determined deadlines.
Deadlines to appeal the agreement
Against the agreement, which ends the administrative route, the interested parties have two options:
- Optional appeal for reversal within one month from the day following the notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
- Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within two months, according to articles 10, 14, and 46.1 of Law 29/1998, of July 13.
The declaration means that the expansion of the Os Capelos factory will now be processed via the regional route and that municipal urban planning is subordinated to the project, a decision with direct effects on the companies installed in the industrial estate and on the residents of Carral.
