Regional interest for the expansion of the Mantiñán Lestayo industry in Carral
Por FactBox Admin

The Council of the Xunta de Galicia declared on September 7, 2026, as being of regional interest the expansion project of the industry Mantiñán Lestayo, S.L., in the municipality of Carral (A Coruña). The decision is made public through the Resolution of September 15, 2026, of the General Secretariat of Industry and Energy Development, published in the Official Gazette of Galicia (DOG) no. 195, of October 14, 2026, on page 52501.
The publication in the DOG is carried out in compliance with the provisions of article 42.4 of Law 1/2021, of January 8, on the territorial planning of Galicia, which requires the agreement to be publicized in the Official Gazette of Galicia and in the Official Gazette of the province of A Coruña. The resolution bears the signature of Nicolás Vázquez Iglesias, general secretary of Industry and Energy Development, and includes in its annex the full content of the agreement of the Council of the Xunta.
According to the official text, the need to resort to a direct intervention instrument in territorial planning, such as projects of regional interest (PIA), arises from the inadequacy of the current urban planning in the municipality of Carral.
An expansion of 55,240 square meters in Os Capelos
The area in which the project will be implemented has a total surface area of 55,240 m2. The action includes:
- Six warehouses already built on consolidated urban land in the Os Capelos industrial estate, facing Industria Street.
- A strip of rural land located immediately to the north of the existing buildings.
The expansion will allow the different levels of the warehouses to be unified through a new circulation ramp which, running to the north of the existing buildings, will connect them as it descends towards the east. By gaining depth in the existing warehouses, it will be possible to extend the path of the overhead cranes and triple the current built surface.
Metal carpentry and furniture since 1997
Mantiñán Lestayo, S.L. is a company founded in 1997. Its main activity is the manufacture of metal carpentry, specializing in:
- Furniture made of methacrylate, brass, steel, and iron.
- Transformation of metallurgical products through laser cutting, bending, and lacquering.
- Commercialization of the resulting products.
The project is designed with a strategic focus aligned with Galicia’s key industrial policies, particularly with the RIS3 of Galicia, an essential instrument for the modernization and competitiveness of the Galician industrial sector, as well as with the master plans for the promotion of the different value chains of strategic sectors.
Procedure, appeals, and planning linkage
The agreement of the Council of the Xunta establishes three determinations:
- Declare as regional interests of the expansion project of the industry Mantiñán Lestayo, S.L. in the municipality of Carral.
- Establish as the competent body by reason of subject matter for the processing of the file the Ministry of Economy and Industry of the Xunta de Galicia, which must comply with the established legal procedure.
- Determine that the determinations of the project, once definitively approved by the Council of the Xunta, shall bind the planning of the Municipality of Carral, which must adapt to them within the deadlines determined for that purpose.
Against the agreement, which ends the administrative route, the following may be filed:
- Optional appeal for reversal within a period of one month counted from the day following that of notification or publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
- Contentious-administrative appeal before the Contentious-Administrative Chamber of the High Court of Justice of Galicia within a period of two months, in accordance with articles 10, 14 and 46.1 of Law 29/1998, of July 13.
The declaration opens the way for the expansion to be processed outside the current urban planning in Carral, which may translate into new industrial surface area and employment for the region, pending the definitive approval of the project by the Council of the Xunta.
