Artificial Intelligence awards Isabel María Flores Contreras a management position

The Vice-Ministry of the Ministry of Artificial Intelligence, Digital Development, and Public Administration has awarded the discretionary appointment position that had been announced via the resolution of September 7, 2026. The decision is formalized in the Resolution of October 21, 2026, published in the Official Gazette of the Regional Government of Andalusia (BOJA) No. 209, of October 28, 2026, within section 2.1 of Appointments, situations, and incidents (official reference 00345409, page 14179). The successful candidate is the civil servant Isabel María Flores Contreras.

Context: a ministry in the deployment phase

The award takes place within the framework of the implementation of the organic structure of the new ministry, established by Decree 203/2026, of July 30, which establishes the organic structure of the Ministry of Artificial Intelligence, Digital Development, and Public Administration. The resolution expressly invokes article 8.5 of said decree and the third transitional provision, which keeps previous delegations of competencies in effect until new orders are approved within the scope of this department.

The resolving body therefore acts with the competencies delegated by the Order of October 6, 2023, from the then Ministry of Justice, Local Administration, and Public Service, to the management and peripheral bodies. The award complies with articles 124 and 128 of Law 5/2023, of June 7, on the Public Service of Andalusia, and articles 78 to 83 of Decree 51/2025, of February 24, on the planning and organization of public employment and the filling of job positions.

This is not the first time this ministry has filled a position of this type since its creation: in BOJA No. 162, of August 21, 2026, the Vice-Ministry awarded another discretionary appointment—that of Temp. Selection Mgr., code 15021610—to María Dolores Molina Gallardo, assigned to the same management center and in the same city.

The awarded position

According to the annex of the resolution, the characteristics of the position are as follows:

• Successful candidate: Isabel María Flores Contreras, civil servant.
• Job position code: 14971210.
• Title: Temp. Selection Sv.
• Management center: D.G. Human Resources and Public Service.
• Location: Seville.
• Original call: Resolution of September 7, 2026, from the Vice-Ministry, published in BOJA No. 180, of September 16, 2026.

The resolution states that the established procedure has been followed and that the successful candidate meets the requirements and specifications demanded in the call, which is the criterion required by Decree 51/2025 for this provision system.

Assumption of office and appeals

The assumption of office shall take place within the timeframes provided for in Article 82, in relation to Article 74, of Decree 51/2025, of February 24, and the documentation shall be sent to the General Personnel Registry for registration.

By exhausting the administrative route, the resolution opens two avenues for appeal:

• Optional appeal for reversal (recurso potestativo de reposición) before the head of the Vice-Ministry, within a period of one month.
• Contentious-administrative appeal before the Contentious-Administrative Court of the appellant’s domicile or that of Seville, within a period of two months.

Both periods are counted from the day following the notification or, where applicable, publication, in accordance with Article 115 of Law 9/2007, of October 22, of the Administration of the Regional Government of Andalusia, Articles 123 and 124 of Law 39/2015, of October 1, and Articles 8 and 46 of Law 29/1998, of July 13. The resolution is signed in Seville, on October 21, 2026, by the Vice-Minister Ana María Corredera Quintana.

Relevance

The move confirms that the Ministry of Artificial Intelligence is completing its management staff and personnel management units under the framework of Decree 203/2026, which is already in force, barely three months after its approval. For Andalusian public employees interested in freely appointed positions, the resolution also recalls that the original call and requirements are published in the BOJA itself, and that the filling of these positions is resolved by the evaluation of applications in accordance with Decree 51/2025.
