Medical Inspector: final admissions and exam on November 28

The General Directorate of Public Service of La Rioja has approved the final list of applicants admitted and excluded from the selective tests for the provision of vacant positions in the Health Scale of the Higher Faculty Body of Special Administration (Medical Inspector), corresponding to process F.07/26. The resolution, signed on August 27, also sets the date for the first exercise for November 28, 2026, in Logroño. The agreement is published in the Official Gazette of La Rioja number 166, dated August 31, 2026, in section II of Authorities and Personnel.
The decision is adopted through Resolution 2263/2026, of August 27, issued by the Director General of Public Service, Ángel Sainz Yangüela, using the powers conferred by article 17.d) of Decree 51/2023, of July 14, which establishes the organic structure of the Department of Finance, Public Governance, Digital Society, and Government Spokesperson. The process is part of the call approved by Resolution 1403/2026, of June 15, published in BOR number 113, and the provisional list established by Resolution 1821/2026, of July 27, published in BOR number 146.
Six admitted applicants
After the deadline for correcting applications provided for in the provisional resolution, the final list of admitted persons consists of six people, who appear in Annex I of the resolution:

- Paloma Almarza Torres
- María Isabel Palacios Castaño
- Guillermo Santiago Ulibarri Toledo
- Javier Velasco Montes
- María de los Ángeles Vicente Diez
One exclusion due to qualification
Annex II contains the list of excluded persons, which in this final phase is reduced to a single applicant. The exclusion is due to cause number 14, relating to the lack of accreditation of the qualification required in the call:
- Cristina Fernández Payueta, excluded because the required qualification was not recorded.
Date, place, and requirements of the first exercise
The first exercise of the competitive phase will be held on November 28, 2026, at 10:00 AM at IES Cosme García, located at avenida República Argentina 68 in Logroño. All applicants must attend provided with a national identity document, driver’s license, or passport that proves their identity beyond doubt.
The resolution does not end the administrative route. An administrative appeal (recurso de alzada) may be filed against it before the Counselor of Finance, Public Governance, Digital Society, and Government Spokesperson within one month from the day following its publication, in accordance with Law 4/2005, of June 1, and articles 112.1, 121, and 122 of Law 39/2015, of October 1, on Common Administrative Procedure.
With the publication of this definitive list, the selection process to fill Medical Inspector positions in the Health Scale enters its decisive phase. The six admitted candidates will face an exercise on November 28 that will determine the filling of the vacant positions, a relevant step toward strengthening the health inspection of the Autonomous Community of La Rioja.
