INORDE opens access to Grade I of the horizontal administrative career

The Ourensán Institute for Economic Development (INORDE), an autonomous body of the Provincial Council of Ourense, has approved the call and the bases of the procedure for access to Grade I of the horizontal administrative career system for its public employees. The resolution, signed on July 31, 2026, by the president of the organization, Rosendo Luis Fernández Fernández, was published in the Official Gazette of the Province of Ourense on September 1, 2026.
The procedure is framed within the extraordinary transitional regime for the recognition of progression in the administrative career provided for in the eighth transitional provision of Law 2/2015, of April 29, on public employment in Galicia, and in article 13 of the Regulation governing the horizontal administrative career system of Inorde. This regulation was definitively approved in BOP number 129 on July 10, 2026, following the initial agreement of the Plenary of the Provincial Corporation on April 30, 2026 (file no. 2026/6381T).
Career supplement amounts
The career supplement is configured as additional remuneration to the destination supplement, accrued in 12 monthly installments. The annual amounts for each grade are:
- A1: 1,080 euros
- A2: 1,080 euros
- B: 840 euros
- C1: 840 euros
- C2: 720 euros
- AP: 720 euros
Depending on budget availability, the payment of the supplement corresponding to Grade I will occur at 100% in the 2026 annuity, with economic effects from January 1 of that year.
Requirements and procedure
To access Grade I, personnel must meet the following requirements:
- Be in active service or in any other situation that implies a reservation of the position.
- Have the status of public employee with a minimum seniority of five years in the body, scale, or professional category as of December 31, 2025.
- Accredit the completion of at least 40 total accumulated hours of training.
The deadline to submit applications begins on the same day as the publication of this resolution in the BOP and will be one month. Applications are processed through the Council’s intranet (www.intranet.depourense.es), in the forms section. The evaluation is the responsibility of a commission composed of the president, the secretary, the comptroller, the manager, and the legal advisory technician of Inorde.
Resolution and appeals
The maximum period to resolve the applications will be three months from their submission; if no resolution is issued within that period, the application will be understood as rejected. Favorable resolutions will take effect from January 1, 2026, and will be published in the BOP, ensuring the protection of personal data. An administrative appeal (recurso de alzada) may be filed before the Presidency of the Council within one month, or a contentious-administrative appeal within two months.
This call represents a relevant step for the Inorde staff, who will be able to have their professional and economic progression recognized within a tight timeframe, in a collective bargaining framework that reached a unanimous agreement at the General Negotiation Table on July 27, 2026.
