INGESA convoca 48 plazas de Celador, Higiene Bucodental y Lavandero en Ceuta y Melilla

The National Institute of Health Management (INGESA), a body dependent on the Ministry of Health, has announced three selection processes via competitive examination (concurso-oposición) and through the general open access system to obtain the status of permanent statutory personnel in its health institutions in Ceuta and Melilla. The calls for applications are published in the Official State Gazette (BOE) no. 270, dated October 30, 2026, in section II.B (Authorities and personnel. Competitive examinations and contests). A total of 48 positions across three categories are offered.

There are three resolutions signed by the management of the body: the one dated October 13, 2026, for Higher Technician in Oral Hygiene (reference BOE-A-2026-22740, p. 145441), and those dated October 16, 2026, for Orderly (BOE-A-2026-22741, p. 145467) and Laundry/Pressing Worker (BOE-A-2026-22742, p. 145491).

Regulatory Framework and Distribution of Positions

The calls are issued in application of Royal Decree 387/2026, of May 6, which approves the 2026 public employment offer, and the powers attributed to the management of INGESA by article 5.1 of Royal Decree 118/2023, of February 21. The selection system is the competitive examination (concurso-oposición), in accordance with article 31.1 of Law 55/2003, of December 16, of the Framework Statute for statutory personnel of health services.

The distribution of positions is as follows:

  • Orderly: 41 positions, of which 36 are called via general access and 5 are reserved for people with a degree of disability equal to or greater than 33%.
  • Laundry/Pressing Worker: 6 positions via general access.
  • Higher Technician in Oral Hygiene: 1 position via general access.

Requirements and Examination Development

General requirements include Spanish nationality—with the exception of free movement cases provided for in the regulations—being eighteen years of age, possessing functional capacity, not being disqualified nor having been dismissed through disciplinary proceedings, and not holding a position in the same category within the National Health System. Regarding qualifications:

  • Higher Technician in Oral Hygiene: Vocational Training degree as a Higher Technician in Oral Hygiene or equivalent.
  • Orderly: Schooling Certificate or equivalent.
  • Laundry/Pressing Worker: the qualification established by the call for the category.

The competitive examination phase consists of a single eliminatory exercise. For Oral Hygiene, it consists of a test of 50 questions plus 5 reserve questions and two practical cases of four questions each, with a maximum time of 120 minutes. For Porter and Laundry/Presser, the exercise is a test of 30 questions plus 3 reserve questions, with 90 minutes. Incorrect answers subtract one quarter of the value of the correct one, and the maximum score for the examination is 100 points. The merit phase evaluates merits up to a maximum of 100 points.

Deadline, venues and destination

Applications are submitted electronically through the Registration for Selective Tests (IPS) service of the General Access Point, completing official form 790. The deadline is twenty business days starting from the day following the publication in the BOE, excluding Saturdays, Sundays, and holidays.

  • The Oral Hygiene exercise will be held in Ceuta.
  • The Porter and Laundry/Presser exercises will be held in Ceuta and Melilla, at the choice of the applicant upon registration.
  • Exempt from the payment of fees, among other groups, are persons with a disability equal to or greater than 33%, job seekers under the provided terms, and victims of terrorism; those residing in Ceuta and Melilla must provide supporting documentation for the exemption.

The call for applications must be executed within a maximum period of two years and the competitive examination phase within one year. The head of the Direction of INGESA will appoint the permanent statutory staff and assign the destination, with publication in the BOE; the period for taking office will be fifteen calendar days, extendable to one month if it involves a change of residence location.

Impact for applicants

These three calls open 48 permanent public health employment positions in two cities with staff particularly dependent on INGESA, the body that assumes health management in Ceuta and Melilla. Most of the offer is concentrated in the Porter category, with 41 positions and five reserved for persons with disabilities, while access to Oral Hygiene is limited to a single position.
