Public information about the Entrenúcleos 5 solar plant in Dos Hermanas

The Territorial Delegation of Economy, Finance, European Funds and University, Industry, Energy and Innovation in Seville has submitted for public information the administrative construction authorization and the specific declaration of public utility of the HSF Entrenúcleos 5 photovoltaic plant, promoted by the company Verde Solar IFV14, S.L. in the municipality of Dos Hermanas. The announcement is published in the Official Gazette of the Province of Seville (BOP) number 200, of Thursday, October 15, 2026, with official reference BOP-SE-2026-200031. The declaration of public utility is processed for the purposes of compulsory expropriation of the necessary assets and rights and for the imposition and exercise of the right-of-way easement.

The procedure is carried out under Law 24/2013, of December 26, on the Electricity Sector, and the provisions of Title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, marketing, supply, and the authorization procedures for electrical energy installations. The installation falls under category b.1.1 of Royal Decree 413/2014, of June 6, relating to the production of electrical energy from renewable sources, cogeneration, and waste. The administrative file is 292.193, with registration number R.E.G. 5.926, and the announcement appears signed by the territorial delegate on October 7, 2026.

The technical project is the Execution Project of the Evacuation Infrastructure of the solar photovoltaic installation named «Entrenúcleos 5», endorsed with number 4870/2025 on October 9, 2025, by COPITI Cádiz. The competent qualified technicians are the industrial technical engineer Salvador Rodríguez Castro, member number 2704 of COGITI Cádiz, and the industrial engineer Ana Freire Bauzano, member number 85594 of COIIA Occidental.

Compulsory expropriation and right of way

The announcement includes as an annex the List of Affected Assets and Rights (RBDA), the instrument that identifies the plots and owners subject to the eventual expropriation. The specific declaration of public utility is the enabling title that allows the Administration to occupy the land necessary for the plant’s internal low-voltage installation and to establish the right of way over the affected estates.

The promoter, Verde Solar IFV14, S.L., with CIF B06941595 and address at Paseo Cristóbal Colón, 20, 41001 Seville, is the party requesting the authorization and the declaration of public utility before the Territorial Delegation.

The resolution of the procedure will determine if the plant receives the green light and, with it, the legal coverage to intervene on private properties within the municipality. The owners of the plots included in the attached list have thirty days to file claims and defend their interests before the Junta resolves.
