Public information regarding Telefónica's underground line in the Cañada de Marcegosos

The Territorial Delegation of Sustainability and Environment in Cádiz has opened a one-month public information period for the occupation file of the Cañada de Marcegosos for an underground communications line by Telefónica de España, S.A.U. in the municipality of Villamartín. The announcement is published in the Official Gazette of the Province of Cádiz no. 173, dated September 8, 2026, under registration number 97.062.

The agreement, adopted on February 4, 2026, and signed by the territorial delegate Óscar Curtido Naranjo, is part of the administrative procedure of file 25VP0568, titled “Installation of underground communications line.” During the one-month period, any natural or legal person may examine the documentation and submit any allegations they deem appropriate.

One month to submit allegations

The public information process will be open for 1 month starting from the day following the publication of the agreement in the BOP of Cádiz. During this period, any natural or legal person may access the file and submit allegations.

Allegations, addressed to the head of the body adopting the agreement, must be submitted in writing at any Administration registry:

• In the General Electronic Registry of the Junta de Andalucía.
• In any registry of the Ministry of Sustainability and Environment.
• In any other administrative registry, without prejudice to the provisions of article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The project and the affected livestock route

File 25VP0568 contemplates the occupation of the livestock route 11041006 Cañada de Marcegosos, with an affected area of 301.31 m². The action is promoted by Telefónica de España, S.A.U., with NIF A82018474, and is detailed in the application and annexed documentation available to the public.

The procedure is based on articles 15 and 48 of Decree 155/1998, of July 21, which approves the Livestock Routes Regulations of the Autonomous Community of Andalusia (BOJA no. 87, of August 4), as well as the competencies of article 47 of the aforementioned regulation, article 83 of Law 39/2015, and article 13.1 e) of Law 1/2014, of June 24, on Public Transparency of Andalusia.

Where to consult the documentation

During the public information period, the documentation will be available for consultation through two channels:

• On the website of the Ministry of Sustainability and Environment, through the participation portal of the Regional Government of Andalusia.
• At the offices of the territorial delegation in Cádiz, at Plaza Asdrúbal, 6 – 3rd Floor, 11071 Cádiz, from 9:00 to 14:00, Monday to Friday except holidays, by appointment.

The opening of this procedure allows the residents of Villamartín and interested entities to learn the scope of the occupation of the livestock route and exercise their right to file objections before the administration resolves the case. Citizen participation is key to guaranteeing the protection of a public domain of great environmental and heritage value, such as the Andalusian livestock routes.
