Información pública para un centro de cría de perros en Calahorra

The Government of La Rioja has opened for public consultation the joint environmental and construction license file for a zoological nucleus intended as a dog breeding center in the Ribarroyas area, within the municipality of Calahorra. The announcement is published in the Official Gazette of La Rioja no. 212, dated November 3, 2026, with the official reference BOR-A-20261103-V–552, and opens a period of twenty business days to submit allegations and observations.

The processing corresponds to the General Directorate of Natural Environment and Landscape, a body dependent on the Ministry of Agriculture, Livestock, Rural World and Environment of the regional Executive. The announcement appears in section V, Announcements, on page 18706 of the gazette, under the Environment heading and with file number P/2026-25.

The procedure complies with the provisions of article 24.4 of Law 4/2025, of July 1, on the landscape of La Rioja, which requires joint environmental and construction license files to be submitted for public consultation. The document is dated in Logroño on October 26, 2026, and bears the signature of the Director General of Natural Environment and Landscape, Ignacio Sáenz de Urturi Sánchez.

The project consists of the implementation of a zoological nucleus intended as a dog breeding center. The location data listed in the official announcement are as follows:

  • Polygon 13, plot 70.
  • Ribarroyas area.
  • Municipality of Calahorra.
  • Promoter: María Jiménez Berrio.

Twenty business days to object

The public exhibition period extends for twenty business days starting from the day following the publication of the announcement in the Official Gazette of La Rioja, that is, from November 4, 2026. The enabled channels are:

The process is open to any party interested in the file, as the announcement does not limit the status of interested party to a specific group.

A standard processing model

The joint environmental and works license with prior public information is the ordinary procedure that the General Directorate of Natural Environment and Landscape applies to projects with landscape impact in the community. In the period immediately preceding, announcements of the same type have been published for other facilities, such as the zoological center promoted in the municipality of Tudelilla, disseminated in the Official Gazette of La Rioja no. 211, of November 2, 2026, and processed via the municipal route in accordance with article 21 b) of Law 6/2017, of May 8, on the Protection of the Environment of the Autonomous Community of La Rioja.

In the case of Calahorra, the instruction of the file corresponds to the regional landscape body, which is also the competent authority to resolve once the public participation phase has concluded.

The opening of this procedure offers residents of Calahorra, environmental groups, and the local livestock sector the opportunity to comment on the project before the license is resolved. File P/2026-25 is thus exposed to public scrutiny for twenty business days, and the observations submitted must be assessed by the General Directorate of Natural Environment and Landscape before any decision is adopted regarding the canine facility in the Ribarroyas area.
