Public information for the 27 MW Ferromolín wind farm in Valdeorras

The Subdelegation of the Government in Pontevedra, through its Industry and Energy Area Department, has submitted for public information the request for prior administrative authorization and the environmental impact study for the Ferromolín wind farm, 27 MW, and its evacuation infrastructure. The announcement, signed by the head of the department, Lara Fernández Martínez, is published in the Official Gazette of the Province of Ourense on September 16, 2026, in section II, General State Administration (reference R. 2.172). The resolution opens a thirty-day period for neighbors, owners, and collectives to present allegations against a project that affects the municipalities of Vilamartín de Valdeorras and O Barco de Valdeorras, in the province of Ourense, and Oencia, in León.

The processing is joint: the prior administrative authorization and the ordinary environmental impact assessment are resolved in a single procedure, in accordance with article 53.1.a of Law 24/2013, of December 26, of the electricity sector, article 125.1 of Royal Decree 1955/2000, of December 1, and article 36 of Law 21/2013, of December 9, on environmental assessment. The request was submitted by the promoter on August 5, 2025, and on July 20, 2026, project modification documentation was registered, received by the department on August 6.

The intervening bodies are as follows:

• Substantive body: General Directorate of Energy Policy and Mines, of the Ministry for the Ecological Transition and the Demographic Challenge, competent to resolve the prior administrative authorization.
• Environmental body: General Directorate of Environmental Quality and Assessment, of the same ministry, competent to formulate the environmental impact statement.
• Processing units: the Industry and Energy Area Department of the Subdelegation of the Government in Pontevedra, which acts over the province of Ourense, and the Industry and Energy Area Department of the Subdelegation of the Government in León, for the part corresponding to each province.

Technical characteristics of the project

The file, identified with the code PEol-1023, comprises a park of six wind turbines of 4.5 MW unit power, for a total of 27 MW, in addition to a meteorological tower, access roads, and civil works for installation and maintenance. The project includes five additional reserve positions.

• Collector system: 15 kV underground electrical lines connecting the wind turbines to the wind farm’s sectioning center, of approximately 230 square meters, located in Vilamartín de Valdeorras.
• Evacuation line: 15 kV underground, with a length of 14.33 km, from the sectioning center to the SET Sil-Xares 15/220 kV substation, owned by Iberdrola Xeración, SAU, which shares a location with the SET Santiago 220 kV substation, owned by Rede Eléctrica de España, S.A.
• The necessary adequacy works at the SET Sil-Xares substation are the subject of another file.
• UTM coordinates, zone 29, ETRS89: wind turbines FRM-01 to FRM-06 and reserve positions RES-01 to RES-05, distributed between Oencia and Vilamartín de Valdeorras.

Budget and submission of allegations

The material execution budget amounts to 31,142,802.36 euros, of which 27,169,486.12 euros correspond to the Ferromolín wind farm and 3,973,316.24 euros to the 15 kV medium voltage underground line between the wind farm and SET Sil-Xares. The promoter is Promoción Eólica Peninsular V, SL, with CIF B09653890 and registered office at rúa Serrano Galvache number 56, Edificio Madroño, 28033 Madrid.

Allegations may be submitted within a period of thirty days starting from the day following the last publication of the announcement in the corresponding official bulletin, through the Electronic Registry of the General State Administration or by any of the means in article 16.4 of Law 39/2015, of October 1, addressed to the Industry and Energy Area Department of the corresponding province. Legal persons and entities without legal personality are required to communicate by electronic means.

The project and the environmental impact study can be examined through several channels:

• On the websites of the Government Delegations in Galicia and in Castile and León, under the section for public information procedures for electrical installations.

• The documentation has also been made available to each of the affected municipalities.

The public information period for the Ferromolín park is the first formal step for those affected to influence an infrastructure of 27 MW that will cross three municipalities and whose evacuation line runs 14.33 km across the terrain. The thirty-day period is the only opportunity for neighbors, landowners, and environmental groups to introduce changes to the project before the General Directorate of Energy Policy and Mines resolves the authorization and the General Directorate of Environmental Quality and Assessment formulates the environmental impact statement.
