Public information for the Aceites La Pedriza natural gas network

The Territorial Delegation of Economy, Finance, European Funds and Social Dialogue and of Industry, Energy and Mines in Córdoba has submitted for public information the request for administrative authorization, the approval of the execution project, and the specific declaration of public utility for the natural gas facilities that will supply the industry Aceites La Pedriza S.A. in Cabra. The announcement is published in the Official Gazette of the Province of Córdoba number 188, dated September 29, 2026, with the official reference BOP-A-2026-2294 and file EGC 25/37. The declaration of public utility implies the need for occupation of the affected assets and urgent occupation for expropriation purposes.

The procedure is processed in accordance with articles 73, 77, and 103 of Law 34/1998, of October 7, on the Hydrocarbons Sector, and articles 78 and 96 of Royal Decree 1434/2002, of December 27, which regulates the transport, distribution, marketing, and supply activities of natural gas. Articles 9 to 20 of the Compulsory Expropriation Law, of December 16, 1954, its 1957 Regulation, article 83 of Law 39/2015, and article 13.1.e) of Law 1/2014, on Public Transparency of Andalusia are also invoked. The announcement was signed in Córdoba on June 22, 2026, by the territorial delegate, Agustín López Ortiz.

A 319-meter network and a four-meter service connection

The project, titled “Expansion and new natural gas service connection to the Aceites la Pedriza industry in the municipality of Cabra,” is promoted by NEDGIA ANDALUCÍA SA, with CIF A41225889 and address at Polígono Industrial «Pineda», calle E number 4, Seville. The action is located entirely within the municipality of Cabra, in the province of Córdoba.

The declared technical characteristics are as follows:

• Natural gas network in DN 4" steel at MOP 45 bar, 319 meters in length, whose initial connection is the existing RAB-K29 network in DN 4" MOP 45 bar steel.
• Natural gas service connection in DN 2" steel at MOP 45 bar, 4 meters in length, which links with the previous network and ends at the Aceites La Pedriza SA industry.
• Auxiliary installations: one DN 2" service valve and one DN 4" sectioning valve.
• Design pressure: 45 bar.

Three-meter easement and temporary occupation

The declaration of public utility, supported by article 105 of Law 34/1998, makes the requesting company the beneficiary of the expropriation file and allows for urgent occupation according to article 52 of the Compulsory Expropriation Law. The planned impacts include the occupation of the subsoil for the pipeline, the establishment of protection and control elements, the right of way for surveillance and repair, and the temporary occupation of land.

For the pipelines, a permanent gas right-of-way is imposed with a width of three meters, 1.5 meters on each side of the axis, with limitations on ownership: prohibition of plowing or digging deeper than 50 centimeters, planting trees or high-stemmed shrubs, and carrying out works or earth movements that could damage the installation. Alongside it, a safety zone is defined according to the UNE 60-305-83 standard. For connection cables and cathodic protection grounding beds, a right-of-way strip of one meter in width is established.

Three affected properties in the district of Cabra

The annex of the announcement details the list of affected assets and rights, with three properties in the municipality of Cabra:

• CO_CA-01: owner Ayuntamiento de Cabra, Cno de la Cruz de Rivero area, polygon 16, plot 9022, cadastral reference 14013A016090220000GH; 146 m² of easement, 505 m² of temporary occupation, and 4 m² of permanent occupation.
• CO_CA-02: owner Oleícola El Tejar Ntra Sra de Araceli SC, Cruz de Rivero area, polygon 16, plot 44, cadastral reference 14013A016000440000GM; 823 m² of easement, 2,695 m² of temporary occupation, and 4 m² of permanent occupation.
• CO_CA-03: owner Ayuntamiento de Cabra, Cno de la Almenta area, polygon 16, plot 9028, cadastral reference 14013A016090280000GQ; 30 m² of temporary occupation.

Twenty business days to submit allegations

The public information process extends for 20 business days starting from the day following the publication of the announcement, during which interested parties may submit allegations in accordance with articles 79 and 97 of Royal Decree 1434/2002. The documentation can be consulted on the Transparency Portal of the Junta de Andalucía and at the offices of the Territorial Delegation, located at Plaza de la Constitución in Córdoba, administrative building, second floor, by appointment via telephone at 955 041111. Allegations must be addressed to the Territorial Delegation and submitted by electronic means for obligated entities.

The resolution directly affects the owners of the plots through which the pipeline will run, who may see the use of their land limited, and the industry Aceites La Pedriza itself, which depends on this infrastructure for its energy supply. Furthermore, the file opens the door to the urgent expropriation of necessary assets if the allegations do not modify the planned route.
