Por FactBox Admin

The Industry and Energy Area of the Government Delegation in Extremadura hereby opens for public consultation the request for modification of the prior administrative authorization, the declaration of public utility, and the administrative construction authorization for the Calzadilla Solar Photovoltaic Plant, with an installed capacity of 114 MW, and its evacuation infrastructure. The announcement, processed under file PFot-1126, is published in the Official Gazette of the Province of Cáceres no. 0189, dated October 2, 2026, Section III - State Administration, with reference CVE BOP-2026-4605. Interested parties have a period of thirty business days from the day following publication to submit allegations.
The procedure is based on articles 53.1 and 55 of Law 24/2013, of December 26, on the Electricity Sector, and articles 125, 131, and 144 of Royal Decree 1955/2000, of December 1. The competent substantive body to resolve the matter is the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge, while the processing corresponds to the Directorate of the Industry and Energy Area of the Government Delegation in Extremadura, to whom the allegations must be addressed.
The preliminary project has already passed the environmental assessment, with a favorable environmental impact statement issued via resolution on November 13, 2025, by the General Directorate of Environmental Quality and Assessment (BOE no. 282, of November 24, 2025). The prior administrative authorization was granted on February 18, 2026 (BOE no. 84, of April 6, 2026), and the promoter requested the admission for processing of the modification on July 27, 2026.
A plant of 217,471 modules and a 67.4 million budget
The promoter is Proyecto Fotovoltaico Calzadilla, S.L.U., with registered offices at Pintor Sorolla 3 street, 10th floor, 46002 Valencia. The declared purpose is the generation of electrical energy through a photovoltaic installation, battery storage, and evacuation. The material execution budget amounts to 67,453,609.72 euros.
The main technical characteristics are:
- 217,471 modules of 630 Wp on a tracker-type structure, with a peak power of 137 MWp.
- 356 inverters of 320 kW and 41 transformation centers of 3,200 kVA, with a 0.8/33 kV ratio.
- Installed capacity of 114 MW, with delivery limited to 105 MW.
- 8 medium-voltage underground lines to the ring main unit (RMU) and, from there, a 3-circuit line of 3,385.79 meters with AL RH5Z1 OL aluminum conductor and XLPE insulation.
- Connection point at the “Zarzón” transmission substation (Pinofranqueado), at 400 kV.
Reduction of surface area and relocation of the Las Peñas substation
The projected modifications consist of a reduction in the surface area affected by the plant, the modification of the medium-voltage network, the relocation of the Las Peñas Substation, and the modification of the route of the SET Las Peñas-CS Guijo overhead line.
The Las Peñas 33/400 kV Substation, located in Guijo de Coria, will feature a 400/33 kV transformer of 220/250 MVA that will step up the voltage of the energy coming from the Calzadilla and Guijo plants. The single-circuit 400 kV overhead line will have 16 supports and 5 alignments, with a length of 4,459.11 meters within the municipality of Guijo de Coria and LA 280 HAWK conductor.
Allegations and list of affected assets and rights
The declaration of public utility implies the need for the occupation of assets and urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law. The announcement includes the list of affected assets and rights, with holders such as La Parra del Soberal, S.L.U., the Calzadilla City Council, the Guijo de Coria City Council, the Regional Government of Extremadura, and the Honorable Provincial Council of Cáceres, along with private owners and parcels without a registered holder.
Allegations may be submitted via the Common Electronic Registry (Industry and Energy Area code EA0040560) or in person at the Government Sub-delegation in Badajoz, avenida de Europa nº 1, 06071 Badajoz, Monday to Friday from 9:00 to 14:00 hours and by prior appointment. The subject “Allegations to Project PSF Calzadilla PFot-1126” must be cited and the file number PFot-1126 included, as its omission may result in the writing being considered as not submitted.
The announcement directly affects landowners in Calzadilla and Guijo de Coria, whose pasture, cropland, and holm oak grove plots appear in the list of affected areas, and comes at a time of strong photovoltaic deployment in the region. The resolution to be issued will establish the final conditions for construction and land occupation, making the allegations process the final avenue for citizen participation before authorization.
