Public information for the green hydrogen plant at the port of Barcelona
Por FactBox Admin

The Port Authority of Barcelona has opened for public consultation the request from Hymet Barcelona, S.L. to construct a green hydrogen production plant and an e-methanol or renewable methanol plant within the port, covering an area of 61,127 m². The announcement is published in the Official State Gazette (Boletín Oficial del Estado) number 256, dated October 15, 2026, section V-B of other official announcements, with the reference BOE-B-2026-33518. The resolution opens a period of twenty business days for interested parties to submit allegations.
The file, processed under number 2025/001086, refers to an administrative concession of public domain located at the Energy Pier (muelle de la Energía) of the port of Barcelona. The requesting company intends to use it for the construction of respective industrial facilities for the production of green hydrogen and renewable methanol. The announcement was signed in Barcelona on October 9, 2026, by the general director of the entity, Àlex Garcia i Formatjé.
The legal framework and the deciding body
The publication is based on Article 85 of the Recast Text of the State Ports and Merchant Marine Law, approved by Royal Legislative Decree 2/2011, of September 5. The issuing body is the Port Authority of Barcelona, an entity dependent on the Ministry of Transport and Sustainable Mobility, which will resolve the granting of the concession once the process is closed.
The announcement details the essential elements of the operation:
- Requested area: 61,127 m² at the Energy Pier.
- Purpose: green hydrogen production plant and e-methanol or renewable methanol production plant.
- File: 2025/001086.
- Period for allegations: twenty business days from the day following the publication in the Official State Gazette.
- Official announcement reference: BOE-B-2026-33518.
Where to consult the file and how to file allegations
The documentation is available to interested parties on the notice board of the electronic headquarters of the Port Authority of Barcelona and at the offices of the Unified Access Service (SAU). The latter are located on the ground floor, East module, of the World Trade Center building at the Barcelona pier, with service from Monday to Friday on working days from 8:30 to 14:30 hours.
Allegations may be submitted in two ways:
- In person, at the offices of the Unified Access Service (SAU).
- Through the electronic registry of the entity’s headquarters, without prejudice to the obligations that the legal system imposes on legal persons and public sector entities.
Background: from the competence procedure to public consultation
The project does not reach this phase in isolation. The Official State Gazette (Boletín Oficial del Estado) number 124, dated May 21, 2026, published announcement BOE-B-2026-16453, through which the Port Authority of Barcelona initiated the project competition process regarding the same application from Hymet Barcelona, S.L., also under file 2025/001086.
That announcement specified that the area to be occupied comprised 61,127 m² of land surface and 64 m² of airspace, and warned of the existence of warehouses, buildings, and facilities that would need to be demolished to accommodate the new plants. It also established the port interest that should prevail in the comparison of proposals: the highest production of renewable energy and CO₂ capture. Having passed that phase, the file now enters the public information period prior to the resolution on the concession.
The announcement comes at a time of strong momentum for industrial-origin renewable fuels in Spanish ports and affects a significant port area at the Energy Pier (muelle de la Energía). For sector operators, the twenty-business-day period is the only window to lodge appeals against the project or to provide technical observations before the Port Authority of Barcelona decides on granting the concession to Hymet Barcelona, S.L.
