Public information for the Cubillos del Sil green hydrogen plant
Por FactBox Admin

The Official Gazette of Castilla y León publishes this Tuesday, November 3, 2026, the public information regarding the application for environmental authorization for the green hydrogen and sustainable aviation synthetic fuel complex linked to the “Compostilla Green Regional Project”, in the municipality of Cubillos del Sil (León). This is decided by the Regional Ministry of Agriculture, Livestock, Rural Environment and Environmental Policy of the Junta de Castilla y León, which opens a period of 30 business days to submit allegations. The announcement appears in issue number 212 of the gazette, pages 145 and 146, with the reference BOCYL-D-03112026-212-29 and file number 042-25-AALE.
The file is processed in accordance with Article 16 of the consolidated text of the Law on Integrated Pollution Prevention and Control, approved by Royal Legislative Decree 1/2016, of December 16, and Article 13 of the consolidated text of the Environmental Prevention Law of Castilla y León, approved by Legislative Decree 1/2015, of November 12. The publication also serves to allow interested parties to participate in the procedure, in application of Article 37 of Law 21/2013, of December 9, on environmental assessment, and Article 14 of the consolidated text on integrated prevention and control.
A chemical complex with Fischer-Tropsch technology
The object of the authorization is a green hydrogen production plant, which will be transported to a sustainable aviation synthetic fuel production plant using Fischer-Tropsch (FT) technology, based on green hydrogen and CO2. Both facilities are linked to the regional project promoted by Perseus Power, S.L.
The activity is categorized under Annex 1 of the 2016 consolidated text, in two headings:
- Heading 4.1, chemical installations for the manufacture of basic organic chemicals, in particular simple linear or cyclic hydrocarbons, saturated or unsaturated, aliphatic or aromatic.
- Heading 4.2, chemical installations for the manufacture of inorganic chemicals, including gases such as hydrogen or carbon oxides.
The documentation submitted consists of the basic project and the report for the purposes of environmental authorization, and the planned location is the El Bayo industrial estate, in Cubillos del Sil.
Thirty business days and two consultation sites
The period is 30 business days counted, according to Law 39/2015, of October 1, from the day following the publication of the announcement in the gazette. During this period, the file may be examined Monday to Friday, from 9 a.m. to 2 p.m., at:
- The General Directorate of Environmental Policy, at Rigoberto Cortejoso Street, 14, Valladolid.
- The Territorial Environmental Service of León, at Peregrinos Avenue, s/n.
The documentation is also available on the website of the Junta de Castilla y León, in the public environmental information section. Allegations shall be addressed to the Directorate General of Environmental Policy and should preferably be submitted using the “Allegations” form of the environmental authorization procedure on the electronic office. The announcement was signed in Valladolid on October 23, 2026, by the Director General of Environmental Policy, José Guirao Sola.
The umbrella of the Regional Project, in parallel processing
The environmental authorization is not the only open procedure. On September 30, 2026, the Official Gazette of Castilla y León number 190 published the resolution of the Commissioner for Depopulation and Territorial Planning, dated September 25, which initiated the approval of the Regional Project (file OT-26-03-PR Compostilla Green, reference BOCYL-D-30092026-190-31), with 45 days for public information and hearing.
That announcement, signed by Jesús Manuel Hurtado Olea, details the action:
- A renewable hydrogen plant via alkaline electrolysis of 250 MW, with auxiliary facilities for water treatment, cooling, compression, storage, control, and electrical supply.
- A sustainable aviation fuel (eSAF) synthesis plant that transforms hydrogen and CO2 of biogenic origin through CO2 capture and purification, RWGS conversion, Fischer-Tropsch synthesis, and final conditioning.
- Associated infrastructures: underground power lines, connection hydro-pipeline, CO2 pipeline, and hydraulic intake and discharge pipelines.
The project is located entirely within the industrial sector “El Bayo Ampliación”, ordered by the Regional Territorial Scope Plan approved by Order MAV/939/2024, and received a favorable report from the Ministry of Industry, Trade, and Employment on February 26, 2026.
The announcement comes at a key moment for El Bierzo: the region faces industrial reconversion following the closure of mining and thermal power plants, and this complex presents itself as one of the largest new industry projects in the northwestern peninsula. The allegations period now opens the door for city councils, neighborhood associations, environmentalists, unions, and local companies to comment on the environmental impacts and the authorization conditions of an electro-intensive and advanced chemical facility called to define industrial employment in the area.
