Public information for the new Llano de la Pasiega substation in Piélagos
Por FactBox Admin

The General Directorate of Industry, Energy and Mines of the Government of Cantabria has opened for public consultation the request for prior administrative and construction authorization for the new S.E. Llano de la Pasiega substation, a 220/55/12 kV system, in the municipality of Piélagos. The announcement is published in the Official Gazette of Cantabria number 187, dated September 29, 2026, with reference CVE-2026-7399 and file AT-99-2025. Interested parties have a period of twenty days to examine the project and submit any claims they deem appropriate.
The procedure is based on Decree 6/2003, of January 16, which regulates electricity production, transmission, and distribution facilities, and on the state regulations for high-voltage electrical lines and installations (Royal Decree 223/2008 and Royal Decree 337/2014). The promoter is Viesgo Distribución Eléctrica, SL (NIF B62733159), acting as the owner of the installation.
The stated purpose is to guarantee the electricity supply to the new Project of Regional Interest (PSIR Llano la Pasiega), increase supply reliability, and improve the reorganization of the high and medium voltage networks in the area. The substation will be located on plot ST1, already classified as industrial land, with cadastral reference 39052A306150400001XS and UTM coordinates (ETRS89) X: 425,368.90, Y: 4,800,772.17, zone 30.
An environmental document shared with the connection networks
The environmental document was jointly prepared for two projects being processed independently within the same general directorate: the substation itself (AT-99-2025) and the new connection networks for the 55 kV high-voltage lines Tanos-N. Montaña and Astillero-Renedo (AT-170-2025).
Three voltage systems and three power transformers
- 220 kV system: conventional outdoor switchgear with one transformer bay, considered the boundary point with the Red Eléctrica de España (REE) substation.
- 55 kV system: double-busbar configuration, with four line bays, three transformer bays, two metering bays, and one bus coupler.
- 12 kV system: SF6-free indoor metal-clad switchgear, with fourteen line bays, two transformer bays, two auxiliary service bays, two bus metering bays, and one coupler bay.
- Transformation: one 220/55 kV and 180 MVA transformer (90,000/135,000/180,000 kVA ONAN/ONAF/OFAF) and two 55/12 kV and 30 MVA transformers.
- Auxiliary services: two 12,000/400-230 V and 160 kVA transformers, with IP20 IK10 protection rating.
Project drafting and environmental background
The project was drafted by the industrial engineer Damián Alonso Salas and endorsed by the Official College of Industrial Engineers of Cantabria under number e284/2025 on June 29, 2025. The subsequent addendum was endorsed by the same college under number e202600516 on July 23, 2026.
The General Directorate of Environment and Climate Change submitted the project to a simplified environmental impact assessment and, on May 29, 2026, issued an Environmental Impact Report resolution (EIA-SIMP.031.2025), published in the Official Gazette of Cantabria number 108, dated June 8, 2026. The resolution concludes that it is not necessary to process an ordinary assessment provided that the established environmental measures and conditions are incorporated into the final project. Viesgo Distribución Eléctrica submitted its agreement to the report on June 19, 2026 (registry 2026GCELCE207272) and an addendum to the project on September 17, 2026 (registry 2026GCELCE308226).
Period for objections
The announcement, signed in Santander on September 18, 2026, by the Director General of Industry, Energy, and Mines, José Luis Ceballos Pereda, opens a period of twenty days starting from the day following its publication. The project can be examined in the Public Information section of the website dgicc.cantabria.es.
The new substation is a central piece of the industrial development planned in the surroundings of Piélagos, as it determines the electricity supply for the Project of Regional Interest and the reorganization of the high and medium voltage networks in the region. The process directly affects residents and landowners in the area, who have a limited period to file objections regarding a high-capacity infrastructure with lasting effects on the territory.
