Public information for the new Boter electrical substation in Mutxamel

The Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery has submitted for public information the new 132 kV switching substation SET Boter, in the municipality of Mutxamel, and the 132 kV double-circuit overhead-underground high-voltage line between the new substations STM Sarganella and STM Boter. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) No. 10466, of October 6, 2026, section V (Announcements), with the official reference DOGV-C-2026-30801, and is signed by the head of the Territorial Service of Industry, Energy and Mines of Alicante, Sara Blanes Bas, in Alicante on September 21, 2026.

The procedure is processed in accordance with Article 9 of Decree 88/2005, of April 29, Article 54 of Law 24/2013, of December 26, on the electricity sector, Articles 125 and 144 of Royal Decree 1955/2000, of December 1, Article 36 of Law 21/2013, of December 9, on environmental assessment, and Article 72 of Law 39/2015, of October 1. The request includes prior administrative authorization, administrative construction authorization, and a declaration, specifically, of public utility, with an ordinary environmental impact assessment.

Who is promoting the project and what is being submitted for consultation

The petitioner is I-DE, Redes Eléctricas Inteligentes, SAU, with CIF A95075578 and address at calle Calderón de la Barca, 16, Alicante. The affected files are ATASCT/2026/21/03 and ATLINE/2026/28/03, which are processed jointly due to their close connection.

The documents available for public consultation are:

• Execution project for the 132 kV double-circuit power line, STM Sarganella – STM Boter (L/ Sarganella-Boter 1, 3906-71, and L/ Sarganella-Boter 2, 3906-72).
• Administrative technical project for the new 132 kV switching substation STM Boter.
• Environmental impact study and synthesis document.
• Landscape integration study and georeferenced mapping.
• List of affected assets and rights.

Technical characteristics and budget

The line will be 132 kV, double-circuit, and have a length of 2 x 20,490 meters, with an overhead section of 17,328 meters (LARL-280 conductor) and an underground section of 3,173 meters (RHZ1-RA-2OL 76/132 kV 1 x 1600 M AL+T420 conductor). The admissible power per circuit is 155 MVA in summer and 179 MVA in winter for the overhead section, and 206.22 MVA for the underground section.

The Boter STM will be located on plot 57 of polygon 3 in Mutxamel, at an approximate leveling elevation of 151 meters above sea level, at UTM coordinate X: 718,387, Y: 4,257,931. It will feature a double-busbar configuration, eight outdoor shielded line positions with switches, one third-party connection position, one busbar coupling position, two metering positions, and one auxiliary services position, in addition to a 84 m² prefabricated control and communications building. The installation is planned to reach a final configuration of ten line positions.

The declared budgets are:

• 132 kV Line: 11,631,338.00 euros.
• Boter STM Substation: 5,999,712.25 euros.

Allegations within fifteen business days due to urgent processing

The Territorial Service of Industry, Energy and Mines of Alicante agreed on July 8, 2026, to apply urgent processing to both files, which reduces the deadlines of the ordinary procedure by half, except for those regarding the submission of applications and appeals. Natural or legal persons who consider themselves affected have fifteen business days from the day following the publication of the announcement to examine the documentation and submit allegations, which may be sent electronically through the electronic office of the Generalitat.

The documentation will be available, in Spanish and Valencian, in the “Public Information” section of the Generalitat’s energy portal the day after publication. Offprints have been sent, among others, to the town halls of Castalla, Tibi, Jijona, Alicante, and Mutxamel, to Telefónica, SAU, to the Provincial Council of Alicante, to the Júcar Hydrographic Confederation, OA, to Nedgia, SA, to Red Eléctrica de España, SAU, and to the Irrigators’ Community Sindicato de Riesgos de la Huerta de Alicante.

The line crosses plots in the municipal districts of Castalla, Tibi, Jijona, Alicante, and Mutxamel, in the province of Alicante, with an individualized list of assets and rights that includes rights-of-way, temporary occupations for construction and access, and tree felling or pruning.

The relevance of this announcement is twofold for the residents of the region: it opens the period to lodge allegations against a large-scale electrical project affecting five municipalities and dozens of plots, and it does so with deadlines reduced by half due to the declaration of urgency, which shortens the response window for those affected.
