Public information for the 400 kV Cardoso-Reboria power line

The Government Delegation in Asturias has opened for public consultation the request for prior administrative authorization, the administrative construction authorization, the specific declaration of public utility, and the environmental impact study for the new 400 kV, double-circuit overhead electric power transmission line, SE Cardoso-SE Reboria. The announcement is published in the Official Gazette of the Principality of Asturias no. 197, dated October 13, 2026, under reference Code 2026-08097, and opens a thirty-day period for submitting allegations.

The file is being processed under number 85-G/2026, at the request of Red Eléctrica de España, S. A. U., with a registered address for notifications at Paseo del Conde de los Gaitanes, 177, in Alcobendas (Madrid). The announcement was signed in Oviedo on September 25, 2026, by the Director of the Functional Area of Industry and Energy and is based on Law 24/2013, of December 26, on the Electricity Sector, and articles 125 and 144 of Royal Decree 1955/2000, of December 1.

A 10.8-kilometer route through three councils

The installation runs through the councils of Carreño, Corvera de Asturias, and Gijón, and its stated purpose is to improve the security of supply in the central area of Asturias. Its main characteristics are:

• Nominal voltage of 400 kV and highest network voltage of 420 kV, in three-phase alternating current at 50 Hz.
• Double circuit, with three conductors per phase of the AL/AW TERN type and two OPGW type I 48 F. O. combined ground-optical cables.
• Length of 10.843 kilometers, on metal lattice towers, with individual footing foundations and glass insulation.
• Thermal transport capacity of 2,180 MVA per circuit in summer and 2,400 MVA per circuit in winter, with a maximum conductor operating temperature of 85 ºC.
• Budget of 8,381,937.86 euros, with a project by Francisco Javier Rodríguez, member no. 05423 of the Official College of Industrial Engineers of Western Andalusia.

Ordinary environmental assessment and distribution of competencies

The line is listed in Annex II of the Electric Power Transmission Network Development Plan 2021-2026, approved by agreement of the Council of Ministers on March 22, 2022, and published by resolution of the Secretary of State for Energy on April 8, 2022 (Official State Gazette no. 93, of April 19, 2022), where it appears under the name “Gozón-Reboria 400 kV Line.” It is also included in the initial network development proposal for the 2025-2030 period, pending final approval.

Although the line does not reach 15 kilometers and would be eligible for a simplified environmental impact assessment, the promoter opts for the ordinary assessment under Article 7.1, paragraph d), of Law 21/2013, of December 9. The resolution corresponds to the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge; the processing to the Industry and Energy Area of the Government Delegation in Asturias; and the environmental impact statement to the General Directorate of Environmental Quality and Assessment.

Allegations and affected assets

The announcement includes parcel maps and the specific and individualized list of affected assets and rights, with more than a hundred parcels in the municipality of Carreño, including properties belonging to private individuals, the Principality of Asturias, the city councils of Carreño and Gijón, the Cantabrian Hydrographic Confederation, and companies such as Dupont Asturias, S. L., Glatfelter Sontara Asturias, S. A. U., and Mepolo, S. L.

Allegations may be submitted within thirty days starting from the day following publication, through the Electronic Registry of the General State Administration or any of the registries provided for in Article 16 of Law 39/2015, of October 1. The Reboria substation, in parallel processing

On the same date and section, the BOPA publishes the equivalent announcement for the new Reboria 400 kV substation (Code 2026-08098, file 86-G/2026), in the council of Gijón, with ten switch positions, five reserves, and two 600 (3x200) MVA transformers, a budget of 7,133,011 euros, and a project by David González Jouanneau. Both projects are part of the same electrical axis and share the environmental assessment.

The processing opens the formal period for allegations for the affected owners and for groups in central Asturias, in an axis that Red Eléctrica presents as a reinforcement of supply security and which remains subject to the final approval of the 2025-2030 planning and the authorizations of the Ministry.
