Public information for fiber optics in the Cañada Real de Gaucín

The Territorial Delegation of Sustainability and Environment in Cádiz has opened a one-month public information period for the livestock route occupation file 25VP0579, which would authorize Telefónica de España, S.A.U. to install an underground fiber optic line in the municipality of Castellar de la Frontera. The announcement is published in the Official Gazette of the Province of Cádiz no. 173, dated September 8, 2026, and allows any natural or legal person to examine the file and submit allegations.

The agreement, adopted on February 23, 2026, is processed in accordance with Decree 155/1998, of July 21, which approves the Livestock Route Regulations of the Autonomous Community of Andalusia, by virtue of the powers of its article 47, as well as article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure, and article 13.1 e) of Law 1/2014, of June 24, on Public Transparency of Andalusia.

The project and the affected area

The action, promoted by Telefónica de España, S.A.U. (NIF A82018474), consists of the execution of an underground fiber optic line that will occupy part of a publicly owned livestock route. The essential data of the file are as follows:

• File: 25VP0579, for the occupation of livestock routes.
• Denomination: “Execution of underground fiber optic line”.
• Affected livestock route: 11013001 Cañada Real de Gaucín.
• Affected area: 244.60 m².
• Municipality: Castellar de la Frontera, province of Cádiz.
• Exhibited documentation: application and annexed documentation.

Deadline and method for submitting allegations

The public information process will remain open for one month starting from the day following the publication of the agreement in the Official Gazette of the Province of Cádiz. During this period, any natural or legal person may examine the file and formulate as many allegations as they deem appropriate regarding the use of this public land.

The documentation will be available for consultation through two channels:

• On the website of the Ministry of Sustainability and Environment of the Junta de Andalucía.
• At the offices of the territorial delegation in Cádiz, at Plaza Asdrúbal, 6 – 3rd Floor, 11071 Cádiz, from 9:00 to 14:00 hours, Monday to Friday, by prior appointment.

Allegations, addressed to the head of the body adopting the agreement, must be submitted in writing at any Administration registry, either in the General Electronic Registry of the Junta de Andalucía, any registry of the Ministry of Sustainability and Environment, or any other administrative registry, without prejudice to the provisions of article 16.4 of Law 39/2015.

Relevance for the municipality

The opening of this procedure represents a preliminary step toward the possible authorization of telecommunications infrastructure on a public domain asset such as the Cañada Real de Gaucín, a livestock route protected by Andalusian regulations. Public participation during the exhibition month will allow residents and entities of Castellar de la Frontera to express their views on the occupation of this public land before the administration resolves the file, ensuring transparency in the use of a natural and cultural heritage site of the province.
