Public information for the pig farm in Fuentes de León

The General Directorate of Sustainability of the Ministry of Agriculture, Livestock and Sustainable Development of the Regional Government of Extremadura has opened the public information process for the application for unified environmental authorization (AAU) of a pig farm promoted by Pedro Díaz Ceballos in the municipality of Fuentes de León (Badajoz). The announcement, signed on March 13, 2026, by the Director General of Sustainability, Germán Puebla Ovando, is published in the Official Gazette of Extremadura number 198, dated October 14, 2026, in section IV of announcements, with the official reference 2026080434.

The legal framework of the process

The announcement is issued to comply with Article 16, point 5, of Law 16/2015, of April 23, on environmental protection of the Autonomous Community of Extremadura, as amended by Decree-Law 3/2021, of March 3, on urgent measures for the modernization of Public Administration and for the execution of the Recovery, Transformation and Resilience Plan.

The competent body to resolve the application is the General Directorate of Sustainability, in accordance with Article 15 of Law 16/2015 and Article 7.1 of Decree 233/2023, of September 12, which establishes the organic structure of the ministry.

The unified environmental authorization is the instrument that authorizes and conditions the execution and operation of the activity from an environmental perspective. According to Article 14.3 of Law 16/2015, the AAU precedes, where applicable, other sectoral authorizations or mandatory licenses, including substantive industrial authorizations and urban planning licenses.

A 1,000-place fattening facility on plot 127

The general project data published in the announcement are as follows:

• Category: 1.2 of Annex II of Law 16/2015, relating to livestock facilities intended for the breeding of pigs that have more than 350 authorized locations or animals for fattening pigs and/or 50 for breeding sows.
• Activity: intensive pig fattening operation with capacity for 1,000 fattening pigs, 500 from 20 to 50 kilograms and 500 from 20 to over 120 kilograms.
• Location: plot 127 of polygon 7 of the municipality of Fuentes de León (Badajoz), with an area of 7.62 hectares.
• Infrastructure: warehouse with sufficient quarantine area, waterproofed pit for cleaning water, yard and retention pond, lazaretto for sick or suspected animals, toilets and changing rooms, carcass storage area, footbaths, sanitary ford, and fencing.

Twenty business days to file objections

The file may be examined for 20 business days starting from the day following the publication of the announcement on the electronic office, at the premises of the General Directorate of Sustainability, avenida Valhondo, s/n, module II, fourth floor.

Natural or legal persons may submit suggestions and allegations at any of the locations provided for in Article 7 of Decree 257/2009, of December 18, which implements a Single Registry System in the regional administration, or those indicated in Article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure. The documents must be addressed to the Environmental Prevention, Quality and Climate Change Service of the General Directorate of Sustainability.

Simultaneously with the public information period, the application will be forwarded to the corresponding City Council to obtain the technical report on the suitability of the installation regarding the aspects within its competence, according to Article 16, point 6, of Law 16/2015.

Territorial and livestock impact

The publication opens an effective participation period for the residents of Fuentes de León and its surroundings, the livestock sector, and environmental groups, who may comment on the location, the waste and slurry management infrastructures, and the environmental suitability of the installation. The file is resolved by the General Directorate of Sustainability, whose decisions regarding unified environmental authorization condition the subsequent urban planning license and the rest of the project’s sectoral authorizations.
