Public information for the Azuer I BESS battery in Manzanares

The Industry and Energy Area of the Government Sub-delegation in Ciudad Real has opened for public consultation the request for prior administrative authorization and administrative construction authorization for the battery storage facility BESS Azuer I, with an installed capacity of 6 MW, intended to hybridize the existing Azuer I solar photovoltaic plant, with 49.98 MW, in the municipality of Manzanares. The announcement, number 3272, is published in the Official Gazette of the Province of Ciudad Real number 195, dated October 9, 2026, and corresponds to file PFot-ALM-158.

Who is promoting the project and under which regulations

The company Calatrava Solar I, S.L.U. is promoting the BESS Azuer I module installation for its hybridization with the Azuer I photovoltaic plant, located in Manzanares, in the province of Ciudad Real. The promoter submitted the application letter on October 13, 2025, which was corrected on December 11, 2025.

The file is processed for the purposes of article 53.1.a) and b) of Law 24/2013, of December 26, on the Electricity Sector, and article 125 of Royal Decree 1955/2000, of December 1, which regulates authorizations for electrical energy installations. The project falls under the cases of the second final provision of Royal Decree 9997/2025, of November 5, on urgent measures for the reinforcement of the electrical system, and is therefore exempt from the simplified environmental impact assessment process.

The competent substantive body to resolve the matter is the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge. The processing corresponds to the Industry and Energy Area of the Government Sub-delegation in Ciudad Real, located at Plaza de Cervantes, number 1, 13001 Ciudad Real.

Technical characteristics of the installation

• Location: plot 1 of polygon 90 of the municipality of Manzanares (Ciudad Real).
• Three 20-foot battery containers, with 5.015 MWh capacity each and 15.045 MWh at the beginning of life.
• 36 modular power units (PCS) of 213 kW, limited by the manufacturer to 166.667 kW of maximum active power at 40 ºC.
• A transformer station with a 30/0.8 kV and 9 MVA power transformer, with medium voltage cells.
• Installed capacity of 6 MW and total capacity at the beginning of life after power limitation of 12 MWh.
• Underground medium voltage evacuation line at 30 kV to the Azuer 30/220 kV step-up substation, where the Azuer I and Azuer II plants evacuate.
• Totalizing sectioning center as a common electrical interface for BESS Azuer I – Pilot, BESS Azuer I – Phase II, and BESS Azuer II, with reserved space for future connections and two reserve cells.

Budget and technical documentation

• Total estimated budget for the battery storage project: 3,046,467.82 euros.
• Storage plant: 3,010,769.71 euros.
• Medium-voltage underground lines and adaptation to the Azuer 30/220 kV substation: 35,698.11 euros.

The documentation includes the execution project for the storage system hybridized with a photovoltaic plant and interconnection line, dated July 14, 2026, endorsed under number 4537/2026 – A00, and the project for the underground connection line between the total sectioning center and the Azuer 30/220 kV substation, endorsed under number 7486/2024 – A01. Both were prepared by Astrom Technical Advisors, S.L. (ATA) and signed by the industrial engineer J.M.A., membership number 12161 of COGITISE, and incorporate georeferenced files in shapefile, KML, and GeoJSON formats.

Deadline and channels for submitting allegations

Interested parties have a period of fifteen days, starting from the day following the publication of the announcement, to submit in writing any allegations they deem appropriate. The writing must be addressed to the Industry and Energy Area in accordance with Article 16 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, at the Information and Registry Office of the Government Sub-delegation or through the General Electronic Registry.

The documentation may be examined at the headquarters of the Sub-delegation, at Plaza de Cervantes number 1, by appointment via telephone at 926 98 90 00 from 9:00 to 14:00 hours, or by email at industria.ciudadreal@correo.gob.es, in addition to the public link enabled on the RedSara storage platform. The publication is also carried out for the purposes of notification provided for in Article 45 of Law 39/2015. The announcement is signed in Ciudad Real, on September 28, 2026, by the director of the Industry and Energy Area, Alfonso Portillo García.

The hybridization of the Azuer I solar plant with a 6 MW battery system will allow for the management of the electrical production of the photovoltaic installation and the evacuation of energy to the transmission grid, a relevant step for energy storage in the Manzanares region and for the stability of the provincial electrical system.
