Public information to hybridize Hinojosa Solar with 35 MW batteries

The Regional Ministry of Industry, Energy, Science and Territory of the Junta de Extremadura has opened for public consultation the request to modify the prior administrative authorization of the Hinojosa Solar photovoltaic installation, located in the municipality of Hinojosa del Valle (Badajoz), to incorporate an electrochemical storage module using batteries. The announcement, dated September 9, 2026, is published in the Official Gazette of Extremadura (DOE) number 180, of September 17, 2026, section IV of Announcements, with official reference 2026081534 and file number GE-M/26/18.

Background of an already authorized plant

The original installation has a consolidated administrative history. On September 6, 2019, the resolutions of the General Directorate of Industry, Energy and Mines were issued, granting the prior administrative authorization—published in DOE number 187, of September 27, 2019—and the administrative construction authorization for the plant and its associated evacuation infrastructures. Subsequently, on March 3, 2021, the same body granted the operating authorization to the company Hinojosa Solar, SLU.

The current proceeding responds to the request submitted with an entry registration date of January 22, 2026, by Javier Raventós Basagoiti, representing Hinojosa Solar, SL, to modify the characteristics of the installation through hybridization with batteries. The file is processed in accordance with Law 24/2013, of December 26, on the Electricity Sector, and Article 125 of Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations.

Technical characteristics of the Hinojosa Bess module

The projected system is named Hinojosa Bess and is located in polygon 3, plot 3, of the municipality of Hinojosa del Valle. Its main data are as follows:

• Holder: Hinojosa Solar, SLU, with CIF B66963323 and registered office at Avenida de la Investigación, s/n, Edificio Parque Científico y Tecnológico de Extremadura, 06006 Badajoz.
• Storage module: 14 battery containers with 2,500 kW of power each.
• Total power in battery cells: 35,000 kW (35 MW).
• Storage capacity: 5,100 kWh per container and 71,400 kWh (71.4 MWh) in total.
• Charge/discharge time: 4.25 hours starting from a full charge state.
• Direct current cabling: two sections, from the battery blocks to the DC/DC converters and from these to the 7 existing inverters of 3,380 kW each (23,660 kW total).
• Transformation: 7 transformers of 3,380 kVA (30/0.615 kV) and one common transformer of 20,000 kVA (66/30 kV).
• Total material execution budget: 6,952,990.57 euros.

The installation, according to the announcement, only allows for the accumulation of part of the electrical energy generated at the photovoltaic plant, for the purpose of storing electricity from solar generation.

30-business-day period for allegations

The submitted documentation may be examined at the offices of the General Directorate of Industry, Energy and Mines, at Paseo de Roma, s/n, Module D, 1st floor, 06800 Mérida, from 8:00 to 15:00 hours on working days from Monday to Friday. The project may also be consulted along with the announcement on the public information website of the energy area of the Junta de Extremadura.

Interested parties have a period of 30 business days, counted from the day following the publication of the announcement, to submit any allegations they deem appropriate, addressed to the aforementioned body. The announcement appears signed in Mérida on September 9, 2026, by the Director General of Industry, Energy and Mines, Raquel Pastor López.

The hybridization of Hinojosa Solar with storage reinforces Extremadura’s role in the energy transition and directly affects the municipality of Hinojosa del Valle in Badajoz, which sees a plant already in operation expand its technical configuration with 35 MW of batteries and an investment close to seven million euros.
