Public information for the 27 MW Ferromolín wind farm

The Official State Gazette (Boletín Oficial del Estado) opens for public consultation the application for prior administrative authorization and the environmental impact study for the Ferromolín wind farm, 27 MW, and its evacuation infrastructure, distributed between the provinces of Ourense and León. The announcement is published in the BOE no. 233, Monday, September 21, 2026, section V-B, pages 49438 to 49441, with the official reference BOE-B-2026-30456. The processing corresponds to the Industry and Energy areas of the Government sub-delegations in Pontevedra —which acts over the province of Ourense— and in León, and the period for submitting allegations is thirty days.

The commissioning of electricity production facilities is subject to the authorization regime of Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Royal Decree 1955/2000, of December 1. The project is also subject to an ordinary environmental impact assessment in accordance with Article 7.1.a of Law 21/2013, of December 9, on environmental assessment, and both procedures are processed jointly.

The competent body to issue the prior administrative authorization is the General Directorate of Energy Policy and Mines, of the Ministry for the Ecological Transition and the Demographic Challenge; the environmental impact statement corresponds to the General Directorate of Environmental Quality and Assessment of the same ministry.

Developer and background

The application was submitted on August 5, 2025, by the entity Promoción Eólica Peninsular V, S.L., with CIF B09653890 and registered office at calle Serrano Galvache nº 56, Edificio Madroño, 28033 Madrid. On July 20, 2026, the developer provided documentation for the modification of the project, which was received by the processing office on August 6.

The file is identified with the project code PEol-1023 and its objective is to obtain the prior administrative authorization (AAP) and the environmental impact statement (DIA) for the installation, intended for the generation of electrical energy from a renewable wind source.

Technical characteristics and budget

The wind farm will be located within the municipal boundaries of Vilamartín de Valdeorras and O Barco de Valdeorras (Ourense) and Oencia (León). Its main elements are:

• Six wind turbines with a unit capacity of 4.5 MW, plus a meteorological tower, access roads, and civil works for installation and maintenance.
• Five additional positions planned as reserves (RES-01 to RES-05).
• A collector system connecting the wind turbines to the switching center via 15 kV underground lines.
• A switching center of approximately 230 square meters, in Vilamartín de Valdeorras.
• A 14.33 km 15 kV underground evacuation line, from the switching center to the SET Sil-Xares 15/220 kV substation, owned by Iberdrola Generación, S.A.U., which shares a location with the SET Santiago 220 kV substation of Red Eléctrica de España, S.A. The adaptation works at Sil-Xares are being processed in a separate file.

The total budget amounts to 31,142,802.36 euros, which includes 27,169,486.12 euros for the wind farm and 3,973,316.24 euros for the medium-voltage line to Sil-Xares.

How to consult and object

The project and the environmental impact study can be examined on the portals of the Government delegations in Galicia and Castilla y León, via the link enabled for the file, and in person at the offices in Pontevedra (Plaza de España, s/n) and León (Avenida de Asturias, 4), by prior appointment. The documentation has also been made available to the affected city councils.

Objections must be addressed to the Industry and Energy area office of the corresponding province and submitted, within thirty days from the day following the last publication of the announcement, through the Electronic Registry of the General State Administration or by any of the means set out in article 16.4 of Law 39/2015, of October 1. Legal entities and the subjects of article 14 of said regulation are required to interact via electronic means. The announcement was signed in Pontevedra on September 8, 2026, by the head of the Industry and Energy Area Office, Lara Fernández Martínez.

The publication opens the door for residents, city councils, and groups from the three affected localities to voice their opinions on a 27 MW project that crosses two autonomous communities and whose evacuation line runs entirely through Vilamartín de Valdeorras. This procedure conditions both the administrative authorization and the environmental declaration, meaning that objections submitted within this period may influence the final construction and operation conditions.
