Información pública para el módulo de almacenamiento San Serván en Mérida

The Industry and Energy Area of the Government Delegation in Extremadura has opened for public consultation the request for prior administrative authorization and administrative construction authorization for the storage module “ALM HIB San Serván 2020”, with an installed capacity of 40 MW, intended to hybridize with the existing photovoltaic plant “FV San Serván 2020” in the municipality of Mérida (Badajoz). The announcement is published in the Official Gazette of the Province of Badajoz No. 193, dated Thursday, October 8, 2026, under reference Announcement 3795/2026 and file PFOT-ALM-173. Interested parties have a period of 15 business days, starting from the day following publication, to submit allegations.

The origin of the request and the regulatory framework

The request document, submitted by Alter Enersun Mérida Uno, SA, was entered into the Registry of the Ministry for the Ecological Transition and the Demographic Challenge on October 14, 2025. The petition covers the prior administrative authorization, the administrative construction authorization, and the simplified environmental impact assessment.

The General Directorate of Energy Policy and Mines has determined that the project falls under the exemption cases for the simplified environmental impact assessment procedure provided for in Royal Decree 997/2025, of November 5, and that it will be processed in accordance with Article 6 thereof.

The procedure is based on Law 24/2013, of December 26, on the Electricity Sector, Royal Decree 1955/2000, of December 1, and the third transitional provision of Royal Decree-Law 23/2020, of June 23. On August 5, 2025, Red Eléctrica de España, SAU granted the update of the access and connection permit for the hybrid installation “HIB San Serván 2020” to the transmission grid at its own electrical substation, San Serván 220 kV.

Technical characteristics and budget

The project involves the installation of a battery energy storage system (BESS) with the following main specifications:

  • Installed capacity of the storage module: 40 MW.
  • Installed hybridization capacity: 45 MW.
  • Storage capacity: 160 MWh.
  • Container capacity: 5,112 MWh, distributed across 37 containers.
  • Current conversion: 10 inverters divided into 5 power blocks, with step-up to 30 kV via transformers.
  • Evacuation: 3 medium-voltage lines with RH5Z1 18/30 kV type cable from the transformation centers to a new sectioning center.
  • Existing photovoltaic plant subject to hybridization: “FV San Serván 2020”, with an installed capacity of 43.2 MW.
  • Material execution budget: 17,417,050.00 euros.
  • Affected municipality: Mérida (Badajoz).

Energy will be evacuated from the new sectioning center to the El Doblón Substation, where the voltage is increased to 220 kV. The remaining infrastructure up to the San Serván Substation, owned by Red Eléctrica, where the granted connection point is located, has already been completed.

Who resolves and how to submit allegations

The competent substantive body to resolve both authorizations is the General Directorate of Energy Policy and Mines, of the Ministry for the Ecological Transition and the Demographic Challenge, while the processing of the file corresponds to the Industry and Energy Area of the Government Delegation in Extremadura. Allegations must therefore be addressed to said substantive body.

Writings may be submitted through the Common Electronic Registry of the General State Administration or in person at the Industry and Energy Area of the Government Sub-delegation in Badajoz, avda. de Europa, n.º 1, 5th floor, 06071 Badajoz, Monday to Friday from 9:00 to 14:00 hours, with a prior appointment being essential. The subject line must state: “Allegations to the project for the storage module “ALM HIB San Serván 2020”, for its hybridization with the existing photovoltaic plant “FV San Serván 2020””. The technical documentation is available at the link published in the announcement. The announcement is signed by the Director of the Industry and Energy Area, Antonio Jesús Sánchez Conejero.

The publication is also carried out for the purposes of notification provided for in articles 44 and 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The processing directly affects the residents and landowners in the surroundings of Mérida, who may file allegations regarding the installation, and consolidates the commitment of the province of Badajoz to energy storage associated with renewable plants already in service, a formula that allows for the use of existing evacuation infrastructures and reinforces grid stability.
