Public information for two hybridized energy storage systems in Palacios de Sanabria
Por FactBox Admin

The Industry and Energy Area Department of the Government Sub-delegation in Salamanca has opened for public consultation the request for prior administrative authorization (AAP) and administrative construction authorization (AAC) for two battery energy storage facilities in the municipality of Palacios de Sanabria, in the province of Zamora. The announcement is published in the Official Gazette of the Province of Zamora no. 127, dated October 28, 2026 (reference R-202602455), and opens a period of 15 business days to submit allegations.
The procedure is based on Article 53 of Law 24/2013, of December 26, on the Electricity Sector, and Articles 124 and 125 of Royal Decree 1955/2000, of December 1, which regulates the authorization procedures for electrical energy installations. The competent body for authorization is the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge, while the processing of the file corresponds to the Industry and Energy Area Department of the Government Sub-delegation in Salamanca, whose jurisdiction covers the provinces of Salamanca and Zamora.
The file is processed under number PFot-ALM-233AC. The project is exempt from the simplified environmental impact assessment process as it falls under the cases of the second final provision of Royal Decree 997/2025, of November 5, on urgent measures for the reinforcement of the electrical system, and will follow the simplified procedure and deadlines of Article 6 of the same regulation.
Two hybridizations with photovoltaic parks
The object of the request is two battery installations intended to be hybridized with existing generation plants, for the purpose of storing energy and evacuating it to the transmission grid:
- Ribadelago Híbrido, with 32.148 MW of installed capacity, which will be hybridized with the Ribadelago photovoltaic park, of 36.96 MW.
- Sanabria Híbrido, with 37.506 MW of installed capacity, which will be hybridized with the Sanabria photovoltaic park, of 43.89 MW.
The promoters are two companies with the same address for notification purposes at calle Rosario Pino 16, 16th floor, Madrid:
- Emaldi Project Spain, S.L.U., with NIF B88330527, for the Ribadelago Híbrido installation and its evacuation infrastructure.
- Vigiers Plus Project, S.L.U., with NIF B88330592, for the Sanabria Híbrido installation and its evacuation infrastructure.
The announcement specifies that the hybrid installation as a whole may not, under any circumstances, exceed the power granted at the connection point, for which it will have protection and measurement systems. The connection to the transmission grid at the Arbillera 220 kV substation, owned by Red Eléctrica de España, S.A.U., which is the final access and connection point, is excluded from the file.
Lithium batteries with four hours of discharge
The two plants use LFP technology lithium-ion batteries and a very similar technical configuration, differing by size:
- Ribadelago Hybrid: capacity of 128,592 kWh (4 hours), 58,752 Sungrow LFP 3.2 V / 687.5 Ah battery units grouped in 18 containers, 72 Sungrow SC450HX inverters, and 5 Sungrow MVS7400-LS Powertitan 3.0 transformers.
- Sanabria Hybrid: capacity of 150,024 kWh (4 hours), 68,544 units, 21 containers, 84 SC450HX inverters, and 6 MVS7400-LS transformers.
- Material execution budget for Ribadelago Hybrid and its evacuation: 9,753,945.63 euros.
- Budget for Sanabria Hybrid and its evacuation: 11,734,535.07 euros.
- Expansion of the SET Colectora Arbillera 220/30 kV substation: 85,094.63 euros.
Evacuation is resolved through 30 kV insulated underground circuits to the SET Colectora Arbillera, with trench sections of 137 and 125 meters for Ribadelago, and 11, 72, and 1,295 meters for Sanabria, in addition to a new sectioning center and two 1.25 MVA auxiliary service transformers. The expansion of the substation will allow the evacuation of energy from both facilities.
Fifteen business days to file objections
The project can be consulted via the download link indicated in the announcement and in person at the offices of the Government Sub-delegation in Salamanca (calle Gran Vía, 31) and in Zamora (plaza de la Constitución, 1), by appointment via telephone or email from 9:00 to 14:00.
Objections may be filed within a period of 15 business days starting from the day following the publication of the announcement, in person at any Administration registration office or through the General Electronic Registry available at rec.redsara.es, in accordance with article 16 of Law 39/2015, of October 1. They must be addressed to the Government Sub-delegation in Zamora - Industry and Energy Area Department (code EA0040401). The announcement was signed in Zamora on October 16, 2026, by the head of the Department, Alfredo Gómez Rodríguez.
Background of the solar plants
The photovoltaic parks to which the batteries are linked have an environmental impact statement issued by the Regional Ministry of Environment, Housing and Territorial Planning of the Junta de Castilla y León: Order MAV/1870/2022, of December 20, for the “Ribadelago I” plant, of 49.943 MWp, and Order MAV/1871/2022, of December 20, for the “Sanabria I” plant, of 49.943 MWp. Both resolutions were published in the Official Gazette of Castilla y León no. 249, of December 29, 2022.
The news directly affects the residents of Palacios de Sanabria and the region as a whole, who see generation and storage projects accumulating in their municipal district with nearly 70 MW of batteries and more than 21 million euros of planned investment. The objections period is the only open avenue for individuals, city councils, and collectives to express their reservations regarding location, electrical evacuation, and land occupation before the authorization is resolved.
