Public information to declare the Orquídea solar plant in Soria as being of public utility

The Territorial Service of Industry, Commerce, and Economy of Soria, under the Junta de Castilla y León, has opened the public information process for the request for declaration and recognition, specifically, of public utility for the Orquídea solar photovoltaic plant, promoted by Orquídea Energy, S.L.U. in the municipal terms of Coscurita, Viana de Duero, and Nepas (Soria). The announcement is published in the Official Gazette of the Province of Soria no. 113, dated September 28, 2026, pages 3337 to 3340, with reference BOPSO-113-28092026 and file IE/FV/21-2021. The declaration of public utility is the preliminary step to expropriations and the execution of the installation.

The installation already has prior administrative authorization and administrative construction authorization, granted by Resolution of December 11, 2024, from the same Territorial Service and published in the BOCYL of February 14, 2025. The request for the declaration of public utility was received by the Territorial Service on May 29, 2025 and, after successive requests and corrections, is now being processed in accordance with Decree 46/2022, of November 24, on administrative authorizations for electrical installations in Castilla y León, Title VII of Royal Decree 1955/2000, of December 1, and Law 24/2013 of the Electricity Sector.

Technical characteristics of the installation

According to the summary of the resolution included in the announcement, the project comprises:

• Orquídea photovoltaic plant, with 20,520 solar modules model JAM72D30-540MB or similar of 540 Wp each, totaling 11,080.8 kWp of installed power.
• Four inverters: one of 3,430 kW (model FS3430K 645 V) and three of 2,285 kW (model FS2285K 645 V), with a total power of 10,285 kW.
• Nominal power of the plant of 10,285.00 kW, the sum of the power of the inverters.
• Three transformation centers in prefabricated buildings: one of 5,715 kW and two of 2,285 kW.
• Internal medium voltage lines of 30 kV between each transformation center and the sectioning center.
• A sectioning center in a prefabricated monoblock concrete building, with line protection cells, a measurement cell, an auxiliary services transformer, and a low voltage panel, with SF6 insulation.
• An underground medium voltage line of 30 kV from the sectioning center to the SET Hazapierna 30/220 kV.

Affected parties and occupation of assets

The announcement includes an annex with the list of affected assets and rights, indicating owners, cadastral references, polygons, plots, municipal boundaries, and areas affected by the plant, the roads, the underground line, and temporary construction occupations. Among the owners are private individuals from Coscurita, Nepas, and Viana de Duero, as well as bodies and entities such as the City Council of Viana de Duero, the Minor Local Entity of Villalba (Coscurita), the Bishopric of Osma Soria, and Gestión Agropecuaria Soriana, S.L.

The declaration of public utility shall imply, in any case, the need for the occupation of assets and the acquisition of the affected rights listed in the relation, and shall entail urgent occupation for the purposes of Article 52 of the Compulsory Expropriation Law.

Allegations and consultation of the file

Persons who consider their rights to be affected have a period of thirty days from the day following the publication of the announcement to submit allegations and provide the appropriate data to rectify possible errors in the list. The project may be examined on business days, from 9 a.m. to 2 p.m., at the Territorial Service of Industry, Trade and Economy of Soria, C/ Campo, 5, 4th floor, and on the website of the Junta de Castilla y León, in the Energy and Mines section. The publication is also carried out for the purposes of Article 42 of Law 39/2015, of October 1, on the Common Administrative Procedure. The announcement was signed in Soria on September 7, 2026, by the Head of the Territorial Service, Manuel López Represa.

This procedure comes just ten days after the Territorial Environment Service of Soria published, in the Official Gazette of the Province of Soria no. 109, of September 18, 2026, the public information regarding the ten-year occupation of 2,232 m² of the livestock route Colada de Momblona and Colada de Nepas, as it passes through Coscurita, requested by the same developer to execute the plant.

The declaration of public utility is the instrument that enables the compulsory occupation of private and municipal land, therefore its processing directly affects dozens of owners in three Soria municipalities and clears the way for the construction of a regional-scale electricity generation facility. The thirty-day period for allegations is the last opportunity for those affected to correct the list of assets and rights before the declaration is resolved.
