Información pública para declarar utilidad pública la fotovoltaica PF Zaratán

The Territorial Service of Industry, Commerce, and Economy of Valladolid, under the Ministry of Environment and Energy of the Regional Government of Castilla y León, hereby opens for public consultation the request for a specific declaration of public utility for the «PF Zaratán» photovoltaic plant and its evacuation line, within the municipal boundaries of Villanubla, Zaratán, and Valladolid. The announcement is published in the Official Gazette of Castilla y León number 214, dated November 5, 2026, pages 102 to 111 of the Announcements section (reference BOCYL-D-05112026-214-21). The promoter is the company Calvitero 13, S.L., with registered offices at calle Núñez de Balboa 120, 5.ª derecha, Madrid, and NIF B06777296.

The opening of the file is supported by Article 53.1.a) of Law 24/2013, of December 26, on the Electricity Sector; Article 9 of Decree 46/2022, of November 24, which regulates the authorization procedures for electrical installations in Castilla y León; and Article 144 of Royal Decree 1955/2000, of December 1. The declaration of public utility is the step that allows, where applicable, the imposition of easements and the compulsory expropriation of the necessary land.

The project already has prior administrative authorization, granted by resolution on October 30, 2025, and published in the BOCYL on November 20, 2025. The maximum period to resolve the present procedure is six months, with a negative administrative silence. The administrative file is FV-2690 ATCE-182.

Technical characteristics and layout

The installation is defined by these parameters collected in the announcement:

  • Installed capacity: 4,800 kW, in accordance with Article 3 of Royal Decree 413/2014 and Article 5 of Royal Decree 997/2025.
  • Granted access capacity: 4,999 kW, according to the permits granted by i-DE Redes Eléctricas Inteligentes, SAU.
  • Technology: solar photovoltaic, connected to the distribution network.
  • Voltage at the connection point: 13.2 kV.
  • Transformation center: 5,000 kVA transformer with a ratio of 0.8/13.2 kV, which will also collect energy from the plant in file FV-2695, corresponding to «PF Cotano».
  • Delivery point: position T2-2 of the ST Valladolid (13.2 kV), owned by i-DE.

The plant is located in the municipality of Villanubla, while the evacuation infrastructure—a 13.2 kV underground line—runs through Villanubla, Valladolid, and Zaratán. The layout is divided into two sections that share a trench with the evacuations of dozens of installations currently being processed by the same territorial service, including files FV-2639, FV-2640, FV-2642, FV-2688, FV-2703, and FV-2726.

Affected parties and deadlines for allegations

Annex I of the announcement contains the list of assets and rights that the developer considers necessary and for which they do not have a prior agreement, organized into cadastral files reaching number 72. Among the holders are private owners from Zaratán and Villanubla, as well as public bodies such as the Zaratán City Council, the Valladolid City Council, the Regional Government of Castilla y León, the Ministry of Transport, Mobility and Urban Agenda, and the Ministry for the Ecological Transition and the Demographic Challenge, along with companies such as Fuentes de Cea, S.L. and Indalmal SL. Annex II details the applicable easements and limitations: full ownership, permanent right-of-way easement, affected area, and temporary occupation.

Allegations may be submitted within 30 business days from the day following the publication of the announcement, in writing and before the Territorial Service of Industry, Trade and Economy of Valladolid, at Plaza del Milenio number 1, sixth floor, from 9 a.m. to 2 p.m., Monday to Friday. The documentation is also available on the public information portal of Energy and Mines of the Regional Government of Castilla y León. The announcement was signed in Valladolid on October 21, 2026, by the head of the Territorial Service, Marceliano Herrero Sonivas.

The declaration of public utility is decisive for the owners of the affected estates, who face the possible expropriation of areas for trenches, access points, and installations, and for the photovoltaic deployment schedule in the Valladolid outskirts, where the accumulation of projects necessitates sharing conduits and delivery points in the distribution network.
