Public information to declare the Turkana wind farm as a public utility

The Territorial Service of Industry, Commerce, and Economy of Soria, under the Ministry of Environment and Energy of the Regional Government of Castilla y León, has opened for public consultation the request for declaration and recognition, specifically, of public utility for the «Turkana» wind farm, 44 MW, promoted by Turkana Energy, S.L.U. in the municipal terms of Nepas, Escobosa de Almazán, Nolay, and Borjabad (Soria). The announcement is published in the Official Gazette of Castilla y León no. 186, dated September 24, 2026, with the official reference BOCYL-D-24092026-186-27 (pp. 347 to 353). The resolution of the file corresponds to the Territorial Service in Soria itself.

The process is handled in accordance with Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León, and Title VII of Royal Decree 1955/2000, of December 1, developing Law 24/2013 of the Electricity Sector. The request for public utility was received by the Territorial Service on March 10, 2025, following successive requirements and corrections.

Background: prior authorization since December 2024

By means of a Resolution of December 11, 2024, the Territorial Service of Industry, Commerce, and Economy of Soria granted the prior administrative authorization and the administrative construction authorization for the «Turkana» wind farm, with a capacity of 44 MW. That resolution was published in the B.O.C. y L. of February 14, 2025.

The declaration of public utility now subject to public consultation is the step that completes the file and implies, in any case, the need for the occupation of assets and the acquisition of the affected rights.

Technical characteristics of the installation

• «Turkana» wind farm, with 10 wind turbines model SG 170 or similar.
• Unit capacity of 4.4 MW, hub height of 115 meters, and rotor diameter of 170 meters.
• Total capacity of the park: 44 MW, according to article 3 of Royal Decree 413/2014.
• Underground medium voltage network at 30 kV arriving at the Hazapierna Transformer Substation.
• One meteorological measurement tower.
• Purpose: production of electrical energy.

Affected parties and expropriation effects

The announcement includes an annex with the list of affected assets and rights, covering dozens of cadastral plots distributed among the four municipalities. Among the holders are the City Council of Nolay, the City Council of Nepas, the City Council of Escobosa de Almazán, the Provincial Council of Soria, the Duero Hydrographic Confederation, and numerous private owners, in addition to several plots registered as “under investigation.”

The declaration of public utility will entail the urgent occupation of assets for the purposes of Article 52 of the Compulsory Expropriation Law, which shortens the procedures for taking possession of the properties.

Allegations: 30 days and where to consult the project

• Deadline: thirty days starting from the day following the publication of the announcement.
• Submission: allegations and data to rectify possible errors in the list of affected parties.

The announcement was signed in Soria on September 2, 2026, by the Head of Service, Manuel López Represa.

The publication opens the door to expropriations and directly affects the owners of Nepas, Escobosa de Almazán, Nolay, and Borjabad, who have one month to review the list of plots and file allegations before the Territorial Service resolves the declaration of public utility.
