The Aragonese Institute of Environmental Management (INAGA) has initiated the public information process for the substantial modification of the Integrated Environmental Authorization requested by Romeba Litera, SL to expand a pig fattening operation to a final capacity of 7,200 places (864 LSU) in Peralta de Calasanz (Huesca). The announcement is published in the Official Gazette of Aragon number 200, dated October 15, 2026, section V. Announcements, with the official reference BOA20261015037 and file number INAGA 500305/02/2025/11104. Interested parties have a period of twenty days, counting from the day following the publication, to submit observations, allegations, and inquiries.
The process is opened in accordance with the provisions of Article 55 of Law 11/2014, of December 4, on Environmental Prevention and Protection of Aragon, which regulates public participation within the procedure for the substantial modification of the Integrated Environmental Authorization. The announcement corresponds to the Department of Environment and Tourism of the Government of Aragon and is signed in Zaragoza, on October 1, 2026, by Diana Remón Galindo, Head of Area III.
The Integrated Environmental Authorization is the resolution that concentrates the environmental controls of the largest livestock facilities, such that any relevant expansion of capacity requires processing a substantial modification and submitting it to public exhibition before being resolved.

How to participate and within what timeframe

The period available for their submission is twenty days starting from the day following the publication of the announcement in the Official Gazette of Aragon.
The planned methods of participation are those typical of this public information process and the consultation of interested parties and affected public administrations. Participation must be carried out exclusively electronically, in accordance with the provisions of the fourth additional provision of Law 10/2013, of December 19, of the Aragonese Institute of Environmental Management, as amended by Law 1/2021, of February 11, on administrative simplification. For this purpose, any electronic registry of the Administration may be used and, preferably, the electronic address indicated in the announcement.
Who decides and what appeals may be filed
It is the responsibility of the Director of the Aragonese Institute of Environmental Management to grant, if applicable, the substantial modification of the Integrated Environmental Authorization. This resolution constitutes the final administrative decision, against which the appropriate appeals may be filed.
The competence to formulate the substantial modification likewise corresponds to the Aragonese Institute of Environmental Management, a body dependent on the Department of Environment and Tourism of the Government of Aragon.
The opening of this process does not prejudge the outcome of the final resolution: the public information period is a mandatory phase of the procedure, and its result is incorporated into the file before the director of the organization makes the decision.
Impact on residents and the livestock sector
The projected expansion increases the operation to 7,200 fattening places, a figure that places the facility among the largest in the area and directly affects the residents of Peralta de Calasanz and the region, as well as the Aragonese livestock sector as a whole. The twenty-day period opened with the publication of the announcement is the only formal window for individuals, entities, and affected administrations to submit allegations regarding the Integrated Environmental Authorization before INAGA issues a resolution.
