Public information of the Repsol pipeline between Punta Langosteira and the refinery

The Territorial Department of A Coruña of the Department of Economy and Industry of the Regional Government of Galicia submits to public information the request for administrative authorization and declaration of public utility of the execution project for the hydrocarbon transport infrastructure corresponding to the connection pipeline of the outer port of A Coruña with the refinery, Phase 2, promoted by Repsol Fuels, S.A.U. The agreement, signed on 6 August 2026 by the territorial director, Isidoro Martínez Arca, is published in the Official Gazette of the Province of A Coruña of 12 August 2026, number 152, under notice 2026/5252 and file SEM 2026/101.
The procedure is set out in article 40 and title V of Law 34/1998, of 7 October, on the hydrocarbons sector, and in article 6 of the Regulation on petroleum installations, approved by Royal Decree 2085/1994, of 20 October, and amended by Royal Decree 1523/1999 and Royal Decree 542/2020, of 26 May. The project, called Construction Project for a Pipeline and Auxiliary Installations for Crude Oil Discharge at the Outer Port of Punta Langosteira in A Coruña, Phase 2 (May 2026), consists of connecting the eight pipeline pipes with the Repsol Industrial Complex in A Coruña and with its auxiliary installations at the port, and affects the municipalities of Arteixo and A Coruña.
What Phase 2 covers
The request includes installations in two areas: the port public domain of Punta Langosteira and the Repsol Fuels industrial complex. Phase 2 completes the transfer of Repsol’s liquid bulk operations from the Inner Port of A Coruña to the Outer Port of Punta Langosteira, connecting the ducts already built in Phase I with the refinery.
- In the port public domain: adaptation of the existing pier with new loading arms on front 1 and a new berthing front on the south side of the service pier (front 3); new front 2 at the east end of quay A3; expansion of the pumping installations; new discharge arms; industrial, communications and DCI installations; and connection of the 8 lines to the tie-ins left in Phase I.
- In the Repsol Fuels Industrial Complex: connection of approximately 75 metres of the 8 lines of the buried pipeline installed in Phase I, on the refinery side.
Assets affected by temporary occupation
The declaration of public utility implies the necessary occupation of the assets and rights affected, which are listed in the annex to the agreement. In the municipal district of A Coruña, all plots are located in the place of Nostián and in Os Corvos:
- Five access plots at Lugar de Nostián, 60, each 75 m², owned by María Pol López, María del Rocío Rivas Dieguez, Montserrat Martínez Villar, Sánchez Pedreira, S.L. and Daniel Álvarez de la Fuente.
- Meadow plots in Nostián, s/n, owned by Codex Construcciones Derribos y Excavaciones S. Coop. Ltda. (220 and 95 m²), one with unknown owner (204 m²), and two in Os Corvos, owned by Antonio Figueroa (247 m²) and Urbaser, S.A. (33 m²).
How to participate and deadlines
The documentation will be available to interested persons, who may also submit allegations during the legal period:
- In-person consultation at the Energy Section of the Territorial Department of A Coruña (Vicente Ferrer Street, 2, 2nd floor, 15071 A Coruña), from 9.00 to 14.00 hours, with prior appointment at seccion.enerxia.coruna@xunta.es or by phone at 981 18 49 70 and 981 18 49 61.
- Online consultation on the web portal of the Department of Economy and Industry (gas installations in process).
- Allegations: 15 business days from the day following the publication of the agreement in the Official Gazette of Galicia, addressed to the territorial director, at any of the offices provided for in Article 16.4 of Law 39/2015, of 1 October, on the common administrative procedure.
The pipeline is a key piece to complete the transfer of Repsol’s liquid bulk activity to the Outer Port of Punta Langosteira, a project of great industrial, environmental and neighbourhood impact in the A Coruña region. The public information procedure is the only avenue through which owners, holders of real rights and interested entities may submit allegations before the Xunta decides on the authorisation and the expropriation.
