Public information on the basic project of the Elche Southern Ring Road

The General Directorate of Land Transport Infrastructure has opened the public information process for the basic project of the Elche Southern Ring Road, in the section between the CV-851 and the CV-700, along with the environmental impact study and the landscape integration study. The announcement is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10474, dated October 20, 2026, with the file key 2784-PYO and the official reference DOGV-C-2026-32368. Interested parties have thirty business days to submit observations and allegations.

The body promoting the processing is the General Directorate of Land Transport Infrastructure, under the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery. The provisional approval of the basic project took place on October 7, 2026, from which the opening of the public exhibition period derives, in accordance with Law 39/2015, of October 1, on the common administrative procedure of public administrations.

The announcement, signed in València on October 8, 2026, by the director general María José Martínez Ruzafa, specifies that the action is subject to an ordinary environmental impact assessment. The public information is open both for the purposes of general and sectoral legislation and those provided for in Law 21/2013, of December 9, on environmental assessment.

A road section with ordinary environmental assessment

The object of the public exhibition is not limited to the basic project: it also encompasses the environmental impact study and the landscape integration study. During the public information period, the documentation may be consulted on the Department’s website for projects in public participation. Additionally, a paper copy may be consulted at two locations:

• The Elche City Council.
• The offices of the Projects and Works Service of the Third Vice-Presidency and Department of Environment, Infrastructure, Territory and Recovery, in tower 1 of the Nou d’Octubre Administrative City (calle Democracia 77, 46018 València).

In-person consultation at the Projects and Works Service requires a prior appointment, which can be arranged by calling 961 208 306 or via email at servicio_proyectosyobras@gva.es. This channel is reserved for interested parties who do not have the means for electronic consultation.

Thirty business days to file objections

The enabled period is thirty business days, counted from the day following the publication in the DOGV, that is, from October 21, 2026. Observations and objections must be sent to the General Directorate of Land Transport Infrastructure through two channels:

• The electronic office of the Generalitat, through the procedure identified with the code id_proc=18766.
• Any of the means provided for in Article 16 of Law 39/2015, of October 1.

The impact for Elche

The Southern Ring Road (Ronda Sur) is one of the most extensive road actions planned in the surroundings of Elche and its metropolitan area, and this process is the first opportunity for citizens and affected entities to examine the layout and the environmental study before the project moves toward its final approval. The file remains open under the key 2784-PYO and the reference DOGV-C-2026-32368, so that any objection submitted within the deadline will become part of the administrative procedure.
