Public information for the Vientos del Cid I wind farm in Burgos

The Industry and Energy Department of the Government Sub-delegation in Burgos has opened for public consultation the request for an environmental impact statement and prior administrative authorization for the “Vientos del Cid I” wind farm, with an installed capacity of 78 MW, and its evacuation infrastructure. The announcement is published in the Official Gazette of the Province of Burgos no. 183, dated September 25, 2026, section I. State Administration (reference BOpBur-2026-03801), and opens a forty-five-day period for submitting allegations. The installation affects the municipal boundaries of Villayerno Morquillas, Valle de las Navas, Hurones, and Burgos.

The promoter is the company Ener Épsilon, S.L., with CIF B05347059 and a notification address at calle Ribera del Loira, no. 28, 28042, Madrid. The file is identified by the code PEol-1024 and its purpose is the generation of electrical energy through a wind farm and its evacuation to the transmission grid. The processing begins with the communication of May 12, 2026, from the Sub-directorate General of Infrastructure and Energy System Integration, under the General Directorate of Energy Policy and Mines, which urged the start of the procedure.

A 78 MW wind farm and its evacuation infrastructure

The project comprises three main elements, as detailed in the announcement:

• “Vientos del Cid I” wind farm of 78 MW, including wind turbines, assembly platforms, foundations, its electrical substation “Vientos del Cid I 220/30 kV”, the network of 30 kV high-voltage underground lines, and access roads, in Villayerno Morquillas, Valle de las Navas, and Hurones.
• 220 kV high-voltage underground power line, from the wind farm substation to the “Villímar Colectora 220 kV” substation, in Villayerno Morquillas and Burgos.
• New “Villímar Colectora 220 kV” electrical substation, in the municipality of Burgos, which also forms part of the common evacuation infrastructures for other generation facilities.

The announcement specifies that the rest of the evacuation infrastructure, from “Villímar Colectora 220 kV” to its connection to the transmission grid at the Villímar 220 kV substation, owned by Red Eléctrica de España S.A.U., is not part of this file. The installation is located in the vicinity of the coordinates ZONE 30 ETRS 89 (X : Y) 449 579 : 4,697,249 for the wind farm, 446,841 : 4,695,058 for the wind farm substation, and 446,548 : 4,691,288 for Villímar Colectora.

Forty-five days to submit allegations

The period for submitting allegations is forty-five days starting from the day following the publication of the announcement, in accordance with Article 19 of Royal Decree-Law 7/2026, of March 20, on strengthening public participation in large generation and storage facilities, and as provided for in Article 36 of Law 21/2013, of December 9, on Environmental Assessment, and in Article 126 of Royal Decree 1955/2000, of December 1.

Allegations may be sent to the Industry and Energy Department of the Government Sub-delegation in Burgos, calle Vitoria, 34, 09004 Burgos. Technical and environmental documents are available on the website of the Government Delegation in Castilla y León, in the section for public information procedures for electrical energy facilities, at the address http://run.gob.es/tramitacion, and at the Sub-delegation itself, Monday to Friday from 9:00 to 13:00 hours.

Who authorizes and who evaluates

The announcement identifies three bodies with distinct competencies in the procedure:

• Body competent to authorize the installation: General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge.
• Environmental body, responsible for formulating the environmental impact statement as the installation is subject to ordinary assessment: General Directorate of Environmental Quality and Assessment of the same ministry.
• Body processing the public information, consultations, and receipt of reports: Industry and Energy Department of the Government Sub-delegation in Burgos.

The announcement is also issued for the purposes of Articles 9.4 and 37 of Law 21/2013 and Article 4 of Law 39/2015, of October 1, on the Common Administrative Procedure, so that any interested person may examine the documentation. The text is signed in Burgos on August 28, 2026, by the head of the Industry and Energy Department, Íñigo de Sebastián Arnaiz.

The publication opens the decisive process for residents, landowners, and collectives from the affected municipalities to present objections to a 78 MW project whose evacuation line crosses land in Villayerno Morquillas and Burgos. The file thus adds to the provincial debate on the implementation of renewable facilities and their associated infrastructures in the surroundings of the capital.
