Información pública del parque eólico Alsa de 18 MW en Campoo

The Official Gazette of Cantabria is opening for public consultation the new authorization request and the environmental impact study for the Alsa wind farm, 18 MW, and its evacuation infrastructure, located in the municipal districts of Campoo de Yuso, San Miguel de Aguayo, and Molledo. The announcement is published in BOC number 189, dated October 1, 2026, with reference CVE-2026-7268 and file EOL-73-2025, promoted by the company Parque Eólico Alsa, SLU. Interested parties have a period of thirty days from the day following publication to submit allegations.

The process is driven by the Directorate General of Industry, Energy and Mines, of the Ministry of Industry, Employment, Innovation and Trade of the Government of Cantabria, in accordance with Cantabria Law 7/2013, of November 25, on wind energy utilization, and Law 21/2013, of December 9, on environmental assessment. The environmental impact statement is to be formulated by the Directorate General of Environment and Climate Change, of the Ministry of Development, Housing, Territorial Planning and Environment.

The project has a long administrative and judicial history. Green Capital Power, SL requested a 20 MW wind farm in October 2020; in May 2022, ownership passed to Parque Eólico Alsa, SLU (file EOL-19-2018). The Resolution of February 21, 2023 formulated a conditional favorable environmental impact statement and the Resolution of April 21, 2023 granted the prior administrative authorization. After obtaining the construction authorization in December 2023, the Administrative Litigation Chamber of the High Court of Justice of Cantabria annulled the prior authorization by judgment on June 17, 2025 (Ordinary Procedure No. 209/2023). The promoter submitted a new request on November 3, 2025, with partially different technical characteristics.

Technical characteristics of the wind farm

  • Number of wind turbines: 4 (ASL-01 to ASL-04), located in San Miguel de Aguayo.
  • Unit power: 4.5 MW; total installed power: 18 MW.
  • Hub height: 90 meters; rotor diameter: 150 meters.
  • Material execution budget: 19,108,099.35 euros.

Evacuation infrastructures

  • 30 kV sectioning center “CS PE ALSA”, on plot 9 of polygon 2 of San Miguel de Aguayo.
  • 30 kV overhead-underground line: underground sections of 2,516 and 1,960 meters and an overhead section of 1,201 meters with 4 supports to cross the Alsa reservoir.
  • 30/220 kV collector substation “SET Colectora Aguayo”, on plot 1,477 of polygon 4 of Molledo, which will concentrate the energy from the parks in the area.
  • 220 kV line to the Aguayo substation, owned by Red Eléctrica de España, SAU: 3,019 overhead meters with 11 supports and 146 underground meters.
  • 220 kV metering center “Nudo Aguayo”, in Molledo.

Allegations and expropriation

The announcement includes the declaration, specifically, of public utility, with the individualized list of assets and rights affected by compulsory expropriation or the imposition of an electrical energy right-of-way, annexed to the publication. Allegations may be submitted in writing in accordance with Article 16 of Law 39/2015, and the preliminary project, the environmental impact study, and the associated documentation can be consulted in the Public Information section of the website of the Directorate General of Industry, Energy and Mines.

The execution projects were drafted by the civil engineer Álvaro Hernando Aragón (September 5, 2025, version 03) and by the Electrical Engineering graduate Julián García Sánchez (August 2026). The announcement is signed in Santander, on September 14, 2026, by the Director General of Industry, Energy and Mines, José Luís Ceballos Pereda.

The decision directly affects the pasture owners of Campoo de Yuso, San Miguel de Aguayo, and Molledo, environmental associations, and the wind power developers of the region, as the collector substation and the evacuation lines will be shared with other planned parks. The thirty-day period opens a new window to file allegations regarding a project whose prior authorization had already been annulled by the courts.
