Información pública del hidroducto Huelva-Aznalcázar de Enagás en Sevilla

The Industry and Energy Area of the Government Sub-delegation in Seville has opened for public consultation the request for administrative authorization, approval of the execution project, and specifically, the declaration of public utility for the Huelva-Aznalcázar segment of project PCI 9.1.3, along with its environmental impact study. The announcement, processed under file 149/2026, is published in the Official Gazette of the Province of Seville No. 189, dated September 29, 2026, with reference BOP-SE-2026-189042. Interested parties have fifteen days from the day following publication to examine the project and submit allegations.

The procedure is based on Regulation (EU) 2022/869, on guidelines for trans-European energy infrastructure, and on Law 34/1998, of October 7, on the hydrocarbon sector, in its thirty-eighth additional provision and Title V. Additionally, Royal Decree 1434/2002, the Compulsory Expropriation Law of December 16, 1954 and its regulation, Law 21/2013, of December 9, on environmental assessment, and Article 33 of Law 39/2015 are applicable.

The promoter is Enagás Infraestructuras de Hidrógeno, S.L.U., with CIF B-10580116 and address for notification purposes at Paseo de los Olmos nº 19, 28005 Madrid.

A 30-inch pipeline between Palos de la Frontera and Pilas

The project corresponds to the Huelva-Aznalcázar segment of the Huelva-Mérida section, conceived as a pipeline for the transport of hydrogen. The route starts at position HVP-040, in the municipality of Palos de la Frontera, and ends at position HVP-036, in Pilas.

  • Diameter: 30 inches.
  • Total length, taking orography into account: 6.943 km in the municipalities of Villamanrique de la Condesa and Pilas.
  • Maximum Operating Pressure (MOP): 94 bar.
  • Total budget in the province of Seville: 12,925,336 euros.

Position HVP-036 is a sectioning facility with a branch and final pig trap, with space reserved for a future measurement and regulation station (EMR), a measurement station (EM), and the starting pig trap for the Aznalcázar-Almendralejo segment, which is the subject of another project. The set is completed with a 400/230 V low-voltage power line connected to the Medina Garvey distribution network—approximately 250 m underground and 15.1 kW of requested power—a 64FO cable in twin-tube, SCADA system, and impressed current cathodic protection.

Who decides and who processes

  • Competent body for resolution: the General Directorate of Energy Policy and Mines of the Ministry for the Ecological Transition and the Demographic Challenge.
  • Environmental impact statement: the General Directorate of Environmental Quality and Assessment of the same ministry.
  • Processing body: the Industry and Energy Area of the Government Sub-delegation in Seville.

The announcement bears the signature of the Director of the Area, José Manuel Almendros Ulibarri, and is dated in Seville, September 22, 2026.

Affectations to properties and owners

The project includes parcel maps and the specific and individualized list of affected assets and rights, including full ownership affectation, temporary occupation, and permanent right-of-way easements. The easement for the pipeline and communications cable is imposed over a 4 m strip, two meters on each side of the axis, with a prohibition on plowing deeper than 50 cm, planting tall-stemmed trees, and carrying out works within 10 m of the axis. Easements are added for the cathodic protection cables (3 m) and for the power line, with a flight easement of 15 m.

Among the affected owners are private individuals from Pilas and Villamanrique de la Condesa, the Pilas City Council, the Villamanrique City Council, the Guadalquivir Hydrographic Confederation, the Regional Government of Andalusia (Departments of Sustainability and Environment, and of Public Works, Territorial Articulation and Housing), and Dehesa de Gatos, S.A.

How to submit allegations

The project and parcel maps can be consulted at the ministry’s public information link and at the affected city councils. Allegations must be submitted in writing addressed to the Industry and Energy Area of the Government Sub-delegation in Seville, at the General Registry of the Sub-delegation or through the Electronic Registry of the General State Administration, with code SIR EA0040241, citing “Allegations to the public information procedure File 149/2026”. For any clarification, you may write to industria.sevilla@correo.gob.es, with a mandatory prior appointment.

The opening of this procedure is the preliminary step to the resolution that would recognize the public utility of the installation and enable, if applicable, the expropriation of the affected lands. For the owners of the parcels along the route in Pilas and Villamanrique de la Condesa, the fifteen-day period is the only window to make allegations regarding the route, the easements, and the environmental impact study before the file continues its course.
